It analyses the origins of the material, ministerial and judicial autonomy of the review boards in the Weimar Republic, demonstrating that the later Juridification of this system under the Basic Law has not eliminated its illiberal tendencies. The author therefore concludes by calling for repressive youth media protection to remain in ministerial autonomy.
