'Legislation in a State of Health Emergency': The outbreak of the SARS-CoV-2 coronavirus led to a global pandemic and a state of health emergency. There is still a lack of general pandemic legislation in German law. On the basis of previously developed standards, the COVID-19 regulations are examined for their constitutionality and, on this basis, concrete suggestions for legal regulations for a legislative framework in constitutional and ordinary law are submitted.
