'Substitute Custodial Sentences - Problems, Reform, Outlook': This study examines the use of custodial sentences as a substitute for unpaid fines and highlights the legal, social and criminal policy issues associated with them. It focuses in particular on the impact on socially disadvantaged individuals and on the question of whether the 2024 reform has succeeded in resolving the fundamental problem of the imprisonment of convicted offenders who are unable to pay. Concrete reform proposals are developed for a fairer and more nuanced system of sanctions.
