Decolonising the Organisation

Les perturbations atmosphériques telles que le brouillard et la brume peuvent réduire considérablement la visibilité des images capturées. Cela est principalement dû à l'influence considérable des perturbations atmosphériques qui absorbent et diffusent la lumière se propageant depuis le point de vue vers l'observateur. Ce rapport présente une nouvelle stratégie d'image unique visant à améliorer la visibilité des images dégradées en supprimant le brouillard des images affectées. La méthode est basée sur une approche de fusion. Grâce à l'utilisation d'une balance des blancs et d'une procédure d'amélioration du contraste, elle dérive deux images à partir de l'image d'entrée originale floue et brumeuse. Afin de fusionner rapidement les informations des images produites, leurs caractéristiques significatives sont filtrées en calculant trois cartes de pondération : luminance, chromaticité et saillance, afin de conserver les zones offrant une grande visibilité. La stratégie est conçue de manière multi-échelle. Afin de réduire les artefacts générés par les cartes de pondération, elle utilise une représentation pyramidale. Le schéma stratégique effectue une manipulation par pixel.

Strategic lessons for monetary policy from the last two tumultuous decades based on insights from Sun Tzu, the Chinese philosopher and author of The Art of War. When central banks were forced to innovate and develop a multifaceted set of new weapons in response to the 2008 global financial crisis and 2020 COVID-19 pandemic, the result was a substantial expansion in their authority and reach. In The Art of Monetary Policy, Kristin Forbes draws lessons for monetary policy of the last two decades from the principles of Sun Tzu, the author of The Art of War, a Chinese philosopher and military strategist from the fifth century BC. Tzu proposed several key principles for success—tenets that apply to monetary policy and the battlefield today: (1) plan in advance for the next battle; (2) accept and adapt to the inevitability of powerful, external shocks outside your control; (3) establish a strong tactical position; (4) develop a variety of weapons that can be combined for different maneuvers and situations; (5) maintain flexibility so that you can quickly modify your strategy; and (6) consider the longer-term costs when evaluating the trade-offs of different approaches. These principles provide insights into what central banks did (and did not) do well over the last two decades, as well as how they should deploy interest rates, balance sheets, emergency support programs, forward guidance, and macroprudential tools in the future. While the optimal strategy in both war and monetary policy is more of an “art” than a science, adopting these principles can improve our ability to battle the next crisis and build more resilient economies during peaceful periods.

Lessons from Sun Tzu for Central Banks

Cet ouvrage tente d'examiner de manière empirique l'influence des récompenses sur l'amélioration de la performance des employés, ainsi que de déterminer les principes d'approches efficaces en matière de gestion de la performance à l'université Koya de la région du Kurdistan irakien. Un questionnaire d'enquête a été élaboré à l'aide de Google Form et distribué aux employés. 72 employés ont répondu au questionnaire et sept employés ont également été interrogés dans le cadre d'entretiens semi-structurés. Les données obtenues à partir du questionnaire ont été analysées quantitativement à l'aide du programme SPSS version 20 pour les outils statistiques descriptifs et inférentiels. En outre, les données recueillies lors des entretiens semi-structurés ont été analysées qualitativement à l'aide du logiciel HyperResearch. Les résultats de cet ouvrage ont révélé qu'il existe une relation positive significative mais faible entre la rémunération au mérite, les avantages non monétaires, le salaire, les avantages sociaux, les besoins des employés et la performance des employés. Il existe une relation négative entre les primes et les incitations et les performances des employés. Cependant, on peut remarquer que les performances individuelles ne sont pas récompensées de manière adéquate et que les employés n'ont pas reçu une formation suffisante pour améliorer leurs performances.
