This book maps out the moral, legal and societal issues brought forth by the use of autonomous systems such as AI and smart robots in outer space. Humanity is on the brink of a new space era in which projects for permanent human colonies on the Moon and space missions with autonomous AI systems will soon become a reality. Principles and provisions of international space law fall increasingly short in tackling this scenario. Experts and institutions have recommended improvements to the legal framework, such as new international agreements, or policies that would not require any amendment to conventional law. Most of the time, such proposals and recommendations overlook the challenges posed by technology and how autonomous and intelligent systems in outer space require moral and legal standards of their own. This book argues that the traditional focus on satellite communications, space-related services, and the appropriability of celestial resources needs to be integrated by new laws of outer space regulating cybersecurity law and environmental law, data governance and consumer protection. The new laws of outer space will increasingly concern the development of new standards for the behaviour and decision-making of AI systems and smart robots, with and without humans aboard deep space missions and in next-generation colonies. It explores how the traditional system of airline ownership and control, rooted in the post-World War II bilateral framework, has become an increasingly contested obstacle to foreign investment in national aviation sectors. The airline nationality rule has long served as a cornerstone of international air transport regulation. Designed to preserve state control over air services, the rule restricts foreign ownership of airlines operating under bilateral air services agreements. However, the globalization of the aviation industry and the growing need for cross-border capital have intensified demands for regulatory liberalization. This book examines whether the existing ownership and control regime remains reconcilable with the economic realities of contemporary international aviation. The analysis traces the evolution of the liberalization agenda pursued by the International Civil Aviation Organization (ICAO), including its strategic initiatives on foreign investment in airlines; the 2003 liberalization balanced approach principle; and the ICAO's work on the draft convention on foreign investment in airlines. In addition, the book examines recent regional liberalization initiatives and provides comparative case studies from various jurisdictions on foreign direct investment in airlines. It also evaluates the paradoxical retreat of major aviation powers from earlier liberalization commitments, despite their historical support for liberal air transport policies. Particular attention is devoted to the ICAO's institutional capacity to act as a "norm entrepreneur" capable of facilitating regulatory reform at the international level. The book concludes with policy recommendations aimed at strengthening the ICAO's effectiveness in promoting liberalization, including procedural innovations, enhanced stakeholder engagement, and renewed efforts to conclude a multilateral treaty on airline ownership and control. In Search of a Global Solution to Liberalize the Airline Nationality Rule

Against the backdrop of enormous technological strides, this book argues that the air transport industry must be constantly vigilant in its efforts to employ a legal regime that is applicable to the aeronautical and human aspects of the carriage by air of persons and goods. In this regard, safety and security are of the utmost importance, both in terms of safe air navigation and the preservation of human life. <div>Although the International Civil Aviation Organization (ICAO) addresses legal issues through its Legal Committee, many emerging issues that urgently require attention lie outside the Committee's purview. Data transmission becomes ambivalent in terms of territorial sovereignty, and the Westphalian model may not be the perfect answer.
