So konnte Deutschland in der zweiten Hälfte des 19.¿Jahrhunderts nach Beseitigung der Kleinstaaterei und mit einer liberalen Wirtschaftspolitik zu den erfolgreichen westlichen Nachbarn aufschließen.
Der Autor beschreibt dann, wie diese erste Wohlstandsperiode aufgrund von zwei Weltkriegen endete und die liberale Wirtschaftsordnung durch staatliche Kriegswirtschaftssysteme ersetzt wurde. Erst als Ludwig Erhard die Soziale Marktwirtschaft einführte, waren die Voraussetzungen für das zweite Wirtschaftswunder geschaffen, das sein Nachfolger Karl Schiller durch die 'keynesianische Nachfragesteuerung' verstetigen wollte. Seitdem bewegte sich die deutsche Wirtschaftspolitik zwischen den Polen Marktliberalismus und Staatsinterventionismus.
Josef Schlarmann setzt sich auch ausführlich mit der Transformation von Wirtschaft und Gesellschaft in eine 'sozialökologische Marktwirtschaft' auseinander, mit der zu Beginn des 21.¿Jahrhunderts eine neue Epoche der Wirtschaftspolitik begonnen hat.
