'The Democratic Revisibility of Fiscal Rules. Legal Limits of Amending the Constitution and of Binding the Legislating Bodies Deriving from the Core Democratic Principle as Declared Unalterable by the German Constitution': The author develops a legal theory of the democratic principle of revisability. According to this principle, binding future democratic majorities is permissible under Art. 79 para. 3 in conjunction with Art. 20 para. 1 GG only if it stabilizes the legal and social order and is open to changes in values or knowledge. Although the German debt brake pursues stabilization purposes (sustainability, monetary stability, financial stability, stability of interest rates), it does not meet this standard.
