Keukeleire and Delreux demonstrate the scope and diversity of the European Union's foreign policy, showing that EU foreign policy is broader than the Common Foreign and Security Policy and the Common Security and Defence Policy, and that areas such as trade, development, environment and energy are inextricable elements of it. This book offers a comprehensive and critical account of the EU's key foreign relations - with its neighbourhood, with the US, China and Russia, and with emerged powers - and argues that the EU's foreign policy needs to be understood not only as a response to crises and conflicts, but also as a means of shaping international structures and influencing long-term processes. This third edition reflects recent changes and trends in EU foreign policy as well as the international context in which it operates, addressing issues such as the increasingly contested international order, the conflict in Ukraine, the migration and refugee crisis, Brexit and Covid-19. The book not only clarifies the formal procedures in EU foreign policy-making but also elucidates how it works in practice. The third edition includes new sections and boxes on 'strategic autonomy', European arms exports, the EU's external representation, the 'Brussels Effect', and decentring and gender approaches to EU foreign policy. Jed S. Rakoff), ¿Zuwanderung und europäische Leitkultur¿ (Prof. Dr. Günter Krings), und ¿Die Europäische Union ist um der Menschen willen dä (Bundesverfassungsrichter Prof. Dr. Peter M. Huber). Die Vorträge wurden unter erschwerten Rahmenbedingungen in den Coronajahren 2020 und 2021 gehalten, viele davon im virtuellen Raum. Wir danken den Referierenden für Ihre bereichernden Inputs und den Teilnehmern für das uns entgegengebrachte Interesse.

The contested creation of free movement—for people and goods—in the Schengen area of Europe Europe is a place of free movement among nations—or is it? The Schengen area, established in 1985 and today encompassing twenty-nine European countries, allows people, goods, and capital to cross borders without restraint. Schengen transformed European life, advancing both a democratic project of transnational citizenship and a neoliberal project of international free trade. But the right of free movement always excluded non-Europeans, especially migrants of color from former colonies of the Schengen states. In Europe without Borders, Isaac Stanley-Becker explores the contested creation of free movement in Schengen, from treatymaking at European summits and disputes in international courts to the street protests of undocumented immigrants who claimed free movement as a human right. Schengen laid the groundwork for the making of a single market and the founding of the European Union. Yet its emergence is one of the great untold stories of modern European history, one hidden in archives long embargoed. Stanley-Becker is among the first to have access to records of the treatymaking—such as letters between France’s François Mitterrand and West Germany’s Helmut Kohl—and Europe without Borders offers a pathbreaking account of Schengen’s creation. Stanley-Becker argues that Schengen gave a humanist cast to a market paradigm; but even in pairing the border crossing of human beings with the principles of free-market exchange, this vision of free movement was hedged by alarm about foreign migrants. Meanwhile, these migrants—the sans-papiers—saw in the promise of a borderless Europe only a neocolonial enterprise.
