Unrealistic Profits, Unreliable Results: Rethinking Stockpiling Behavior in Consumption Tax Models

Mehr als 30 Jahre lang wurde Leasing durch den Standard IAS 17 geregelt. IAS 17 unterschied dabei vor allem nach Operating-Leasing und Finanzierungsleasing. Dabei wurde beim Leasingnehmer ein Operating-Leasing bilanzneutral, das heißt ohne Auswirkungen auf die Bilanz dargestellt. Über verschiedene Gestaltungsmöglichkeiten ergab sich damit für den Bilanzierenden durchaus die Möglichkeit, Leasing-Verhältnisse so zu gestalten, dass sie nicht in die Bilanz aufgenommen werden mussten.
Als Reaktion auf die Kritik an diesen Gestaltungsmöglichkeiten hat der IASB bereits im Jahr 2006 eine Reform der Leasingbilanzierung angestoßen. Das Ergebnis ist der 2016 veröffentlichte IFRS 16. Dieser Standard unterscheidet nicht mehr zwischen Operating-Leasing und Finanzierungsleasing. Stattdessen wird für alle Leasingverhältnisse ein Nutzungsrecht und eine entsprechende Verbindlichkeit erfasst. 
IFRS 16 ist verpflichtend auf Jahresabschlüsse für Geschäftsjahre anzuwenden, die nach 31.12.2018 beginnen.

Die Reform der Leasingbilanzierung wird eine erhebliche Herausforderung für nach IFRS bilanzierende Unternehmen darstellen. Dieses Buch bereitet die Bilanzierenden auf die anstehende Standardänderung optimal vor und bietet sichere Unterstützung bei der Umsetzung der neuen Normen. Hierfür werden die bilanzrechtlichen Rahmenbedingungen anhand von Abbildungen, Übersichten und Beispielen veranschaulicht und konkrete Handlungsempfehlungen gegeben, die dem Bilanzersteller helfen, die zum Teil komplexen Regelungen im Einzelfall in der Praxis umzusetzen. Besonderes Augenmerk wird aber auch auf ausgewählte Spezialthemen (zum Beispiel Sale-and-lease-back-Transaktionen, Subleases, et cetera) und Schnittstellenthemen gelegt. Ein Herzstück des Buches ist die Ableitung und Darstellung eines Konzepts für die Aufbau- und Ablauforganisation eines Prozesses zur Erfassung von Leasingverträgen nach dem neuen IFRS. Hierbei stehen für den Bilanzierungserfolg zentrale Themen wie die Organisation der Datengewinnung und die Analyse des Vertragsportfolios im Vordergrund. Unterstützende Checklisten erhöhen die Praxistauglichkeit noch zusätzlich.

This book reassesses classic Marxist theories of finance capital and uneven development in the context of the present intensified process of financialization and the accentuation of combined and accelerating uneven development. In particular, the work of Hilferding and Luxemburg is discussed and re-framed in light of both the contributions of Marx and more recent engagements by David Harvey and Neil Smith. The book explores the case of South Africa in particular in light of the combination of a rapidly financializing yet crisis-ridden South African political economy on the one hand and intensifying social inequality and political conflict on the other.&nbsp;It explores a series of strategies and possibilities that might open up trajectories for change and transformation with particular attention paid to the promises and constraints of the de-growth movement and intersectional class struggle, which will appeal to political economists, researchers, and students alongside those studying South Africa specifically. Patrick Bond is a political economist and professor at the University of Johannesburg, South Africa. He spent more than two decades teaching at the Wits University School of Governance in Johannesburg and the University of KwaZulu-Natal Centre for Civil Society in Durban. During the late 1980s he pursued doctoral studies in economic geography at Johns Hopkins University, while learning politics in the anti-apartheid, labour, student and community movements. In 1994 and 1996, he worked in the Reconstruction and Development Ministry in President Nelson Mandela’s office, drafting the democratic government’s first White Paper and a dozen other major policy documents.  He is a member of the Presidency of the Serbian Association of Economists and a member of the Presidency of the Serbian Association of Economic Sciences.He was a member of parliament and faction leader for the Democratic Party in the Federal Parliament of the Federal Republic of Yugoslavia and held high positions in the Democratic Party in the 1990s. He was the Serbian Ambassador to the United Sates between 2002 and 2009.&nbsp;&nbsp;He was Vice President of the European Movement in Serbia (2019–2023) and President of the Movement’s Forum for International Relations during that time.&nbsp;

 Die Geschichte insbesondere des New Deals und der sozialen Marktwirtschaft hat gezeigt: Es ist möglich, über große wirtschaftspolitische Programme nicht nur gesellschaftliche Spaltung zu überwinden, sondern auch Frieden zu sichern. Diese Programme sind heute nicht wiederholbar – unabdinglich wird aber sein, in sozialen Zusammenhalt gezielt zu investieren.
