This book provides a legal analysis of the 2012 International Telecommunications Regulatios (ITRs). It traces actions taken by the ITU to convene the 2012 conference (WCIT-12), whose task it was to revise the 1988 ITRs. Above all, the book offers a commentary on the functional and moral fabric of the ITRs, which is not only a multilateral legal instrument that sets out basic principles of international telecommunications, but also serves as a moral compass that brings the people of the world together. Unfortunately, it proved impossible to reach consensus on all provisions of the 2012 ITRs, so a number of countries (mostly developed countries) did not sign the treaty, which is unusual for an ITU treaty. The book analyses the reasons for this situation and argues that the criticism of the ITRs is not valid from a legal point of view.
