Multilateral environmental agreements have over the last four decades emerged as the preferred avenue to address inter-state environmental issues such as climate change. This book analyses the possibilities as well as the limitations of environmental treaty making between states. The book considers the structures and processes that lead to the successful adoption of the Paris Agreement - and contrasting them with other attempts that failed in bringing states together under a legally-binding solution. Christina Voigt explores the whole "life-cycle" of multilateral environmental agreements. Also emphasised is the impact of emerging economies in shaping international environmental regimes.

Multilateralism has been increasingly accepted as the modus operandi in world politics, and in global environmental politics in particular. International environmental law in the form of multilateral environmental agreements has over the last four decades emerged as the preferred avenue to address inter-state environmental issues that either cross state boundaries, materialize beyond national jurisdictions or are of genuinely global nature such as climate change.This book analyses the possibilities as well as the limitations of environmental treaty making between states. The book considers the structures and processes that lead to the successful adoption of the Paris Agreement – and contrasting them with other attempts that failed in bringing states together under a legally-binding solution. Christina Voigt explores the whole "life-cycle" of multilateral environmental agreements, from diplomatic exchanges, to treaty negotiations, to analyses of the treaty text, non-compliance mechanisms and finally to recourse to courts. It also emphasises the strong impact of the sovereign powers of emerging economies such as China and Brazil on the shaping of international environmental regimes.

Dans cet essai, l'auteur propose une analyse lucide et engagée des fondements de l'entrepreneuriat africain, en plaçant les petites et moyennes entreprises (PME) au cœur des stratégies de développement du continent. Véritables piliers des économies africaines, les PME contribuent massivement à la création d'emplois, à l'innovation locale et à la résilience sociale, tout en demeurant confrontées à des obstacles structurels persistants. L'essai démontre que les politiques de promotion de l'entrepreneuriat, longtemps construites selon une logique institutionnelle descendante, peinent à produire des effets durables. Trop souvent, les entrepreneurs sont perçus comme de simples bénéficiaires de dispositifs d'aide, alors qu'ils devraient être reconnus comme des acteurs centraux et des co-concepteurs des stratégies publiques. Cette marginalisation freine l'autonomie entrepreneuriale et limite l'impact réel des politiques de soutien. S'appuyant sur une analyse rigoureuse des réalités économiques africaines, l'auteur met en lumière les spécificités juridiques, sociales et culturelles des PME, souvent ignorées par des cadres normatifs importés et inadaptés. Il plaide pour une refondation des politiques de promotion, fondée sur l'éducation entrepreneuriale, l'appropriation d'une idéologie de croissance adaptée aux contextes locaux et la mise en place d'un environnement juridique sécurisé. L'essai insiste également sur l'importance de l'accompagnement post-création et du renforcement des structures d'incubation, afin de permettre aux entrepreneurs de surmonter les difficultés liées à la mise en œuvre de leurs projets. À cet égard, l'émergence d'un droit spécifique aux PME en Afrique apparaît comme une perspective incontournable pour favoriser la formalisation, la croissance et la pérennité des entreprises. En définitive, cet essai invite décideurs publics, entrepreneurs et partenaires au développement à repenser en profondeur les politiques de promotion de l'entrepreneuriat africain, afin d'en faire un véritable moteur de transformation durable, d'innovation et de croissance inclusive au service du continent.
