Arms exports have always posed ethical and moral dilemmas and been the cause of heated discussions in political and social contexts. For years, the non-transparent decision-making practice, which bypasses parliament and the courts, has been the subject of repeated criticism. However, only capable courts can rule out violations of law and only an informed parliament can lend democratic legitimacy to the nowadays increasingly geopolitically relevant decisions.
