Global Energy Law and Policy

This book addresses the relationship between efficient management of critical minerals and sustainability in the Global South, including Sub-Saharan Africa.

Critical minerals are essential raw materials for the technologies that are pivotal in today's energy transition. However, critical mineral host states and communities face social, economic, ecological, political, technological, and governance injustices. The book contends that the criteria currently used in assessing criticality and critical mineral development do not fulfil the sustainable development ambitions of developing countries and that broader considerations must be taken into account to include the stakeholders involved as well as the spatial dimension of the critical mineral value chain. 

In particular, the book argues that the law must consider the broader context in which minerals become critical to particular processes. It positions this argument within the current context of climate change, the just energy transition, the minerals-energy nexus, and geopolitical tensions. 

By analysing the copper-cobalt value chain through case studies on DRC, Zambia, China, and the EU, the book provides new avenues for critical mineral development and acknowledges the necessity for sustainability amidst the exacerbated impacts of climate change. 

Addressing a key challenge of the global energy transition, the book argues for a just holistic framework, which includes parameters such as domestic value addition, human rights in business development, environmental sensitivity, the development of communication channels from remote marginalised communities to international policymakers, and the re-designing of criticality considerations beyond supply and economic aspects.

Critical Minerals, Sustainability, and the Energy Transition in the Global South

The European Green Deal appears to have lost some of its impetus: political priorities have changed. Competitiveness, resilience and less bureaucracy are the topics of the day, even used as arguments to reverse achievements of the Green Deal. However, mitigating climate change, and adapting to its consequences, have lost none of their importance: failure to act now risks imposing a disproportionate burden on the young generation; greater resilience against the uncertainties of our time depends on suitable environmental conditions, the availability of workforce, and good and stable international relations. The stocktake offered by this volume establishes where we stand, and whether we can really afford to shift the focus to other priorities.

Research Paper (postgraduate) from the year 2026 in the subject Guidebooks - School, Education, Pedagogy, , course: Education Management and Administration, language: English, abstract: Zambia's rural households face recurrent climate shocks, thin markets, and persistent poverty, which heighten vulnerability and limit productive investment. In this context, work¿conditional social protection programmes such as Food¿for¿Work (FFW) and Cash¿for¿Work (CFW) aim to stabilise consumption while building community assets. Yet evidence on their comparative effectiveness remains fragmented and sensitive to market conditions, seasonality, and implementation quality.
This thesis assesses FFW and CFW in Zambia, examining targeting accuracy, delivery efficiency, asset quality, and cost¿effectiveness, alongside impacts on food security, diversification, savings, debt, assets, labour allocation, and subjective well¿being. Special attention is given to heterogeneity by market access, timing within agricultural calendars, gender, and shock exposure. A mixed¿methods design combines a three¿wave household panel with qualitative process data. Propensity score matching and inverse probability weighting construct comparable groups, followed by difference¿in¿differences and fixed¿effects models; instrumental variables address potential endogeneity. Standardised indicators including HDDS, FCS, CSI, PMT scores, and Simpson Index guide measurement. 
Results show both modalities reduce negative coping and stabilise consumption. CFW yields greater improvements in dietary diversity and flexibility where markets and payment systems function well. FFW performs better in remote areas, during price spikes, and in lean seasons by guaranteeing staple supplies. Timing is critical: pre¿lean¿season transfers reduce distress sales and improve input access. CFW supports small enterprise entry, savings, and livestock gains; FFW protects schooling, meal frequency, and labour productivity. Both reduce high¿interest borrowing, though via different channels. 
Implementation quality strongly shapes outcomes. FFW faces logistical risks, while CFW is vulnerable to payment delays and inflation. Cost¿effectiveness varies by geography, with CFW cheaper in connected areas and FFW preferable where cash conversion is costly. Gender effects show increased autonomy under CFW and reduced budgeting stress under FFW, moderated by childcare and worksite conditions.
