Es sind tendenziell immer relativ größere Unternehmen, die diesen Schritt wagen, um von niedrigen Lohnkosten und Zugang zu boomenden Märkten zu profitieren. Weitere Motive sind andere Kosten, Steueranreize, strategische Vorgaben, neues Geschäftsmodell, geringere Regulierung, Produktentwicklung etc.. Eine Studie des Fraunhofer Institut für System- und Innovationsforschung weist darauf hin, dass nicht jede Verlagerung die erhoffte Kostensenkung mit sich bringt, weil die mit der Verlagerung verbundenen Kosten unterschätzt oder gar nicht erst berücksichtigt werden. Abgesehen von der Unterschätzung der Kosten werden auch teilweise die Einsparpotenziale überschätzt. Dies unterstreicht die Tatsache, dass Internationalisierung deutlich komplexer ist als es klingt, denn darüber hinaus hat jedes Land seine ganz speziellen Eigenheiten, die man lernen und gewissenhaft analysieren muss. Sonst ist die Gefahr zu scheitern extrem hoch. Um diese speziellen Eigenheiten zu analysieren, kann ein Unternehmen sich bestimmter Instrumente und Modelle bedienen. Die PESTEL-Analyse ist ein geeignetes Modell, mit der die Unternehmensführung die wichtigsten makroökonomischen Faktoren bewerten kann, um ein Zielland mit Hinblick auf eine mögliche Expansion zu analysieren. Im folgenden Kapitel wird die PESTEL-Analyse eingehend vorgestellt und die einzelnen Faktoren erläutert, die es zu berücksichtigen gilt. Anschließend wird die PESTEL-Analyse an einem fiktiven Unternehmen angewandt, welches im Ausland expandieren möchte, um diesen nicht so unkomplizierten Schritt mit Bedacht zu planen.
