Studies in National Governance and Emerging Technologies

This book examines how artificial intelligence systems and their applications in security and defence are entangled with governance and policy processes in the EU. Combining concepts and insights from (critical) security studies and science and technology studies, it argues that behind the various AI-related policy initiatives in the EU are particular narratives on security and defence based on European fears of technological innovation and strategic gaps. In this respect, the book casts light on how such beliefs have become increasingly instrumentalized in the European governance dynamics, and subsequently embedded in successive policy initiatives and security and defence research programmes. It challenges conventional understandings of AI technologies as mere security and defence-enabling instruments, by providing a conceptually driven analysis of how certain visions of AI help govern and control one of the most dynamic emergent socio-technical fields. The book will appeal to all those interested in artificial intelligence, security studies, technology and European governance.&nbsp;
 
 Raluca Csernatoni is a Research Fellow at Carnegie Europe, where she works on the nexus between European defence and emerging technologies. She is also Guest Professor at the Centre for Security, Diplomacy and Strategy (CSDS), Vrije Universiteit Brussel, Belgium, and Visiting Faculty in the Department of International Relations, Central European University, Austria.

Artificial Security and the Politics of Hype in the EU

This open access book examines the role of international law in Central Asian affairs and sheds new light on human rights issues in Central Asian politics. It provides various case studies on Central Asian countries, including Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The book is divided into eight parts: Part I sets the context, and places the subsequent chapters in a broader context of decolonisation and development. Part II offers an overview of the role of international law in Central Asia, its relationship with domestic law, and the role of international organisations in its development in the region. Part III discusses selected issues pertaining to regional security. Part IV discusses some human rights developments in Central Asia, including social and economic, labour, digital, and family rights. Part V is devoted to international criminal law, and offers an overview of Uzbekistan´s experience in combating money laundering. Part VI on international trade and investment law discussed the WTO rules on fisheries subsidies, taxation in Central Asia, and stabilisation clauses in mining contracts. Part VII deals with international legal standards of animal welfare, and discusses several environmental case studies in Central Asia. Finally, Part VIII discusses the role of international law as an academic discipline in the region.

This book examines international humanitarian law (IHL) in Africa. Taking a dual approach it looks initially at the African context before exploring contemporary armed conflicts. The first part addresses the marginalization of IHL in Africa, by theorizing the reasons for it and identifying clear strategies for enhancing IHL within the continent's armed conflict debates. The second part examines the core challenges posed by contemporary armed conflict. Two case studies underpin this: the Boko Haram insurgency in West Africa and armed conflict in South Sudan. This thought-provoking work addresses the dearth of literature presenting African stakeholders' expertise on IHL in the region.

International Law and the Regulation of Armed Conflict in Africa

A clarion call to recognize soldiers' rights, arguing that volunteering to fight and die for one's country does not mean consenting to exploitation in the process. American leaders endlessly profess their admiration for military service members. But these effusive declarations hardly comport with reality. Soldiers receive shoddy equipment and inadequate medical care; they are ordered to commit crimes and deployed to illegal wars. Such treatment is rarely recognized for what it is: a violation of the duty owed to soldiers by their government. When American service members are injured or killed during training, for example, they and their families are barred from suing the military for negligence or malfeasance. And when the torture of detainees at Abu Ghraib came to light, the subsequent proceedings focused just on low-ranking perpetrators. The psychological harm done to the soldiers themselves by commanders who ordered them to commit torture in the first place went unacknowledged. Examining statutes, treaties, court cases, and congressional hearings, Saira Mohamed shows how the law encourages the treatment of soldiers as mere instruments, to be used and abused however the government wishes. She also unearths overlooked laws that point in the other direction, suggesting the possibility of robust protections for service members. Paradoxically, these get ignored in part because of the popular adulation of the military--the vision of service members as heroes who selflessly endure unlimited sacrifice. The all-volunteer nature of the force also promotes the misguided notion that soldiers have willingly accepted whatever mistreatment they might endure. What a Country Owes Its Soldiers shows how laws and mindsets can change, enabling genuine respect for soldiers' humanity. Acknowledging their rights can transform our understanding of those who fight America's wars, and of American warmaking itself.

This book argues that the pursuit of universal norms remains a worthwhile endeavour for the international legal discipline. It does this while also engaging with the very active imperialist critique of such norms. The study has 4 aims; firstly to illustrate the role that the idea and debate around norms have in developing international law, and secondly to address the philosophical concerns around identifying such norms. It moves on to explore whether a legal/practical instantiation of the universal can be done without taking a particular position/perspective. And finally, it turns to the impact the universal has on the development of international human rights law. Uganda is home to 1.5 million refugees from DRC, Burundi, South Sudan and other countries. The Uganda political framework is one of the most progressive and inclusive toward refugees. Only a fraction of the refugees is likely to go back to their home countries. This book assesses Uganda's progressive refugee policy with reference to how it functioned in the era of COVID-19 using a unique panel data collected between 2017 and 2021.The Uganda Refugee Policy (2006) and the Refugee Regulations (2010) grant refugees wide-ranging rights that include allocating land for agriculture purposes, freedom of movement, and the right to seek employment. However, the magnitude and the speed of influx of refugees in recent years have posed critical challenges to the sustainability of these progressive policies. On top of this, unpredictable and unprecedented crises have emerged, such as COVID-19 and the Ukraine war, that have threatened food security and the resilience of livelihoods, value chains and food systems. The chapters in this book assess Uganda's progressive refugee policy with reference to how it functioned in the era of COVID-19. They focus on the following three main areas: (i) the economic relationship and coexistence between host and refugees' communities; (ii) the success and sustainability of the current model of assistance; and (iii) the response to COVID-19 on communities' welfare and long-term prospects. Addressing these issues is possible due to a unique panel dataset of thirteen refugee settlements and neighbouring host communities specifically collected for these purposes.Investigating the economic consequences of the integration between host and refugees' communities and offering new evidence with specific reference to Uganda, this book will be a key resource for scholars, researchers and practitioners of development studies, African studies, economics, and sociology.
