This book argues that, in addition to China’s reform and opening-up policy and various factors of timing, location and popular will, institutional innovations such as allowing inputs to receive reasonable returns, giving full play to the role of the market, fostering and forming a modern industrial chain (clusters), promoting high-quality economic development, attaching importance to the contracts and the rule of law, and limited and positive and efficient governance framework, are the unique codes of Shenzhen's modernization. The new positioning of the Pilot Demonstration Zone has set new goals and institutional advantages for Shenzhen's future development.
