Ronald Coase Institute Series on New Institutional Economics

Ronald Coase's Nobel work outlined gains by reducing transaction costs and promoting property rights and markets to confront externalities. Countering market failure assertions and calls for centralized government intervention, Coase retorted that decentralized market negotiations could be welfare-improving by promoting collaborative, efficient problem solving, and releasing resources to the general economy. Despite this, his approach is not central to any US environmental law implemented after 1970. Federal government mandates dominate. Where's Coase? explains why. The private objectives of political agents lead to policies that are likely to be too costly and inequitable, despite provision of public goods. Citizens face high collective action costs and lack information to distinguish between public goods and private agent benefits. Examining three major environmental laws: the Clean Air Act, the Magnuson Stevens Fishery Act, and the Endangered Species Act, the book explores policy development and assesses the resulting costs relative to Coase's framework.

This book introduces SAGE—the Sentiment-Augmented General Equilibrium framework—as a unified theory of choice, finance, and growth that integrates human sentiment into the core of economic modeling. Departing from fragmented traditions across intertemporal choice theory, asset pricing, and growth models, SAGE develops a utility-based structure in which all assets—money, bonds, capital—deliver utility contingent on liquidity,&nbsp;price volatility, and sentiment-driven expectations. Agents form rational yet sentiment-sensitive expectations. Central to the model is the dynamic interaction between reason and sentiment: expectations evolve not only from knowledge and information but also from psychological states, market moods, and narrative feedback loops. The reverse holds as well, since agents’ expectations about the future shape their current sentiment. SAGE thus explains how sentiment and reason affect the utility agents derive from the full range of resources available to them and shifts in their portfolio choices reshape macroeconomic outcomes even in the absence of structural shocks. The model reproduces observed anomalies—persistent stagnation, excess volatility, asset mispricing—as rational equilibria under uncertainty and belief asymmetry. This book uses a new political economy theoretical framework (A-C theory) to explain why China has been able to create economic growth miracles in the past few decades and achieve prosperity from poverty in a relatively short period of time. The A-C theory is based on two core concepts: "economic accessibility" and "political cohesion", emphasizing that the combination of cohesive political governance and access to an open economic system is the institutional basis for driving a country’s economy on the road to prosperity—from poverty to wealth. Among them, cohesive political governance is usually political governance that creates a peaceful and stable social order, effectively builds a consensus, and promotes collective action, as opposed to conflictual political governance. An open-access economic system is one that guarantees people the opportunity to participate voluntarily in economic activities, as opposed to a restricted-access economic system. It is the shift from conflict-based political governance to cohesive political governance, from access to a restricted economy to access to an open economy, and the formation of a benign interaction between single-peak unbiased political governance and access to an open economy, which has resulted in more than 40 years of rapid growth. Under this framework, this book examines the development facts of China since the Xinhai Revolution, analyzes typical countries and panel data from 209 countries and regions to further test the historical and international applicability of the theory.

This edited volume argues for multidimensional, policy-relevant measures of well-being beyond GDP, integrating economic, social and environmental dimensions to guide sustainable development at regional and local levels.

Progress does not happen only by chance and is not forever: it should be sustainable and directed towards the search for possible happiness, avoiding developing societies from the exclusive side of economic growth. Realistically, each of these dimensions is important in defining individual and collective well-being, in which all these aspects should coexist in a truly balanced and sustainable development path at the local scale. An approach measuring well-being, and possibly, sustainable development, based solely on the economic sphere, is reductive and misleading as a policy-relevant tool. The complexity of the argument at stake requires refined approaches and more elaborate measures - than simple gross domestic product (GDP). 
Chapter 1 elaborates theoretically and practically on such assumptions and consists of two parts. In the first part, the theme of sustainability and the problem of analytically quantifying the well-being are treated from a theoretical and quantitative point of view, and in the second one, which is of more technical nature, official data and statistics are integrated with literature reviews, case studies and narratives of complex economic, social and environmental processes involving well-being, sustainability and local development paths, beyond the limitations found in the GDP indicator. The discussion of the limits of GDP as a measure of well-being (chapter 2) is followed by a review of the main alternative indicators available in the literature, highlighting their strengths and weaknesses, and the paths of development of the research in the sector (chapters 3-6). Indicators connected to individuals' aspects of the quality of life appear as particularly relevant tools when measuring the level and advances in any sustainable development path, as they are aimed at measuring the political stability and the degree of freedom of a country (political indicators), the level and intensity of economic growth (economic indicators), the level of environmental pollution (environmental indicators) and the health development of a country (social indicators). 
Our analysis addresses this issue by considering an advanced economy investigated in independent spatial aggregates and proposing a targeted elaboration at the level of homogeneous geographical areas, to capture specialisations and territorial peculiarities that would otherwise be latent. It is possible to conceive truly sustainable economic policies relying only on instruments and indicators involving multiple dimensions, in turn promoting quality of life. Moreover, applications of this perspective at regional and local levels are important, as territories are the collecting agents guaranteeing and promoting processes of supra-individual utility, for example, environment quality or social cohesion. These institutions are responsible for the important role of outlining specific development policies for communities and the sustainable paths to be undertaken, with the aim of increasing the effective well-being of individuals. Following these assumptions, and on the basis of recent developments in the academic literature, this edited book debates extensively on these topics, offering an updated theoretical ground and pragmatic examples delineating an operational and coordinated evaluation of well-being that integrates the economic dimension with the environmental and social ones, thus assuring a more complete interpretation of complex (local) development paths.

Measures to bring about worker ownership and control of their firms would bring freedom and democracy to the workplace.
