The Dollar and the Euro as International Currencies

The strength of the currencies

Switzerland as a leading international financial center has faced a number of challenges in recent years: the global financial crisis of 2007-09; the near-collapse of UBS, the country's largest bank, in 2008; disputes over Swiss banking secrecy; the 2010 Euro crisis; and, most recently, the emergency takeover of Credit Suisse by its rival UBS. In 
 Spillover,
 Peter Püntener, a freelance photographer and former employee of the Swiss National Bank, attempts to visually capture these far-reaching events.
 At the core of the book are portraits of around 90 decision-makers who were closely involved in overcoming these crises. They are supplemented with views of rooms and buildings of Swiss and European institutions where the decisions were actually made. The effects of the bursting real-estate bubble in individual eurozone countries in 2008 become strikingly visible in views of landscapes in Greece, Ireland, and Spain, which are juxtaposed with pictures of the simultaneous construction boom in Switzerland.An essay by Tobias Straumann, professor of modern and economic history at the University of Zurich, quotes from interviews with portrayed protagonists, while a chronology of events completes this visual account of the greatest challenges the Swiss financial center has been facing in decades, and invites a reflection on its future.

En effet, le néo-libéralisme américain apporte une incontestable croissance économique et une extraordinaire élévation du niveau de vie. Il exige cependant une mobilité parfaite et une individualisation du travail. En revanche, les États-providences européens furent bâtis, à l'opposé du néo-libéralisme, sur la stabilité et la solidarité du travail. L'euro lui-même est fondé sur ce même postulat, non encore vérifié, de l'amplification de la mobilité du travail. Il pourrait en résulter une conflagration socio-économique dont les premières détonations sont aujourd'hui audibles. Sans une refondation de nos orientations politiques européennes, la rancœur sociale pourrait gravement s'amplifier. Il faut rebâtir l'efficacité stratégique des États européens. S'il existe des périodes politiques, il faut désormais un temps étatique. 2019, l'année de tous les périls politiques.

How the euro survived a series of crises, and how to make it more resilient The euro has survived crises unimagined at its founding: the financial meltdown of 2007–2009, the sovereign debt crisis of 2010–2012, the pandemic, and the Russian invasion of Ukraine. The European Central Bank fought these crises with dramatic policy innovations, buying up vast amounts of debt and providing large loans to banks. But now everyone expects the ECB to intervene routinely, and the euro is more fragile as a result. Crisis Cycle recounts this history and offers recommendations for restoring a durable monetary union. Monetary and fiscal policy are intertwined, especially in a currency union like the eurozone. Member states can be tempted to borrow and spend too much, and then count on the ECB to rescue them by printing money to buy their bonds. To avoid these disincentives, the ECB was founded with a narrow mandate: use interest rates to pursue price stability, and don’t buy sovereign debt. Debt and deficit rules would keep countries from getting into trouble. The ECB’s emergency innovations brought back these disincentives. How can the EU avoid larger and larger bailouts? The authors argue that Europe needs a joint fiscal institution that can provide temporary help to sovereigns, a resolution mechanism so sovereign default is a motivating possibility, and bank reform that ensures sovereign default will not bring down the financial system. Especially, it focuses on the currency competition of the euro and the dollar. The dollar has kept its dominance for several decades and will probably remain the hegemon international currency in the nearest future. 

In its twenty years of existence, the euro has not yet proved itself as a worldwide currency. This fact is investigated using a variety of metrics, including its position as an anchor or reference in exchange rate adjustments, as trade-invoicing currency, as an international reserve currency, and for its role in financial transactions. Since 1999, the euro has always been in a much smaller position than the dollar for any of these metrics. The thesis investigates and critically discusses the causes of this lack of performance.
