Contemporary Turkey

This book explores the role of material entities and processes in shaping political lives in Turkey. The unifying thread of its chapters is to challenge the rendering of the material world as a mere background to or object in politics, revealing the formative role of material entities and processes in political processes of infrastructure construction, knowledge production, and technical expertise in Turkey. Chapters explore the politics of material entities such as roads, canals, oilfields, and mines as well as less elaborated material sites, including military bases, soccer fields, and wetlands. In the context of Turkey's ongoing politics of 'modernisation', these interdisciplinary case studies from the fields of anthropology of infrastructure and extraction, science and technology studies, and environmental humanities, provide important new analytical and theoretical approaches to understanding Turkish politics at local, national, and transnational scales.

He has held visiting professorships at universities across Europe, including Roma La Sapienza, Humboldt-Universität zu Berlin, SciencesPo Paris, and the Sorbonne. He served as the United Nations Président-rapporteur on Arbitrary Detention (2013–2015) and was appointed Honorary Queen’s Counsel (now King’s Counsel) in 2019 for his distinguished contributions to comparative, international, and European law.
Valerio Lemma is Professor of Law and Economics at Guglielmo Marconi University of Rome, Italy. He coordinates a masters programme on financial market regulation at Luiss University of Rome, Italy and serves on the European Securities and Markets Authority (ESMA) Asset Management Standing Committee Consulting Work Group. With a background in law and economics, he is also associated with an international law firm.

This book introduces resilience-based concepts and high reliability organization (HRO) principles—adapted from disruption-prone industries—to improve risk management for tail or extreme events in U.S. globally systemically important banks (G-SIBs). HROs thrive in volatile environments by prioritizing adaptability, vigilance, resilience, and safety. Given that both G-SIBs and disruption-prone companies operate in increasingly uncertain and complex settings, there is a shared need for risk management techniques centered on resilience engineering to anticipate and mitigate unexpected extreme events. While G-SIBs are “too big to fail” and provide valuable insights into resilience in high-stakes scenarios, these approaches can benefit banks of all sizes facing similar risks.
The book explores the social world of banking and management, emphasizing the subjective nature of risk as people interpret events differently. Through surveys, interviews, and case studies, the research identifies growing interest in non-predictive risk methods for bank resilience. It recommends supplementing existing quantitative risk models with a transdisciplinary approach focused on non-predictive HRO principles to help banks prevent and mitigate extreme risks. The study finds that current G-SIB risk methods rely heavily on quantitative models, which may create a false sense of security. Additionally, extreme events are increasingly compound and often driven by human behavior. The book targets scholars and professionals seeking advances in resilience engineering within banking.

It identifies and explains the gaps between VAT theory and practice, drawing on lessons from recent international experience. The book begins with an analysis of key design features of VAT systems, including concessions, registration thresholds and small business regimes. A novel perspective on monetary and fiscal policy that views money as the equity capital of a nation A conventional economic theory, monetarism, holds that inflation is a monetary phenomenon driven by changes in the supply of money. Yet recent experience—including the aftermath of the financial crisis of 2008 and the economic development of China—contradicts this basic prediction. In this book, leading economists Patrick Bolton and Haizhou Huang offer a novel perspective, viewing monetary economics through the lens of corporate finance. They propose a rich theory of money supply where money can be seen as the equity capital of a nation, playing a similar role as stocks for a company. This innovative framework integrates the real and monetary sides of the economy, with a banking sector and debt at its core. In the financial world, companies issue new shares only if it results in some kind of value creation; this is a basic principle of corporate finance that Bolton and Huang argue can be applied to monetary economics. When the government increases the money supply to finance positive net value investments—when it prints money to keep the economy going—it increases output, not inflation. This is evidenced by the strong growth in GDP and money in China over the last four decades, and in the United States during World War II. The effect of increasing money supply, they argue, depends on how money enters the system and what the money buys. The principles outlined by Bolton and Huang shed new light on a range of issues, including inflation, monetary and fiscal policy, central banking, money and growth, and the international monetary system.
