Prison building has moved from the margins to the mainstream of our penal politics. In recent years the UK Government has invested billions in new prison building and the main political parties are currently locked into a penal arms race over who can, and who will, build the most additional prison places in England and Wales. Prison building is now widely lauded as the definitive policy solution to the current prisons crisis and yet, this remains an elusive sphere of penal policymaking. Academic research remains in its infancy, and we still know very little about how these large investment decisions are made, by whom and for what reasons.
In seeking to shine a light on this subterranean and largely closed sphere of contemporary penal policymaking, this book presents the first systematic study of prison building programmes in England and Wales since the mid-1990’s punitive turn. Drawing upon extensive archival research, 28 exploratory qualitative interviews, publicly recorded data, historic satellite imagery and other mapping techniques this book has three main aims: (1) to provide an authoritative historical account of prison building activity in England and Wales since the mid-1990s punitive turn, (2) to explain why successive governments have chosen to invest in new prison building programmes and (3) to reflect upon how the prisons we build - functionally, architecturally, geographically – continue to shape our politics long after they have been constructed.

It provides a detailed introduction to the origin of the Shenshan Special Cooperation Zone, the development of enclave economy with Chinese characteristics, the differences between Chinese and foreign enclaves, and the theoretical evolution of enclave development. The book offers an in-depth analysis of the advantages and disadvantages of the Shenshan Cooperation Zone’s transition from "tripartite co-management" to "bilateral cooperation" and finally to "unilateral comprehensive leadership". It elaborates on why the development of the Shenshan Cooperation Zone adopts a combined economic model that integrates the cultivation of endogenous innovation drivers with the establishment of regionally induced growth poles, industrial gradient transfer, and complementary factor endowments. The book also scientifically demonstrates the implementation path of "planning leading, infrastructure first, platform-driven development, and industry-city integration". As a monograph that combines theoretical depth and practical insight, it systematically studies the development of enclave economy and offers significant reference value for the advancement of enclave economies.

Most works on Asian or global studies adopt mainstream Neoclassical methods to explain economic and social development. However, quantitative and optimisation techniques are unable to provide a deep understanding of policy change between the West and East Asia. To fill the gap, this book uses evolutionary perspective to interpret economic and social transformations of two global powers, namely, the United States and China. Specifically, this book outlines the roles of culture, institutions and entrepreneurship in the analysis. Instead of logical empiricism in the English tradition, our approach is interpretative and storytelling in continental European tradition. In other words, we adopt hermeneutics and phenomenology in the analysis and apply humanity to economics. There are two aims of this book. First, it outlines the evolution of Austrian evolutionary economics and second, the role of learning in the decision-making process. It focuses on how decision makers learn and how good and bad learners are differentiated.
