South Asian Public Administration

South Asia is the most densely populated region in Asia, while Asia is the most populous region globally. These regions are at the forefront of the climate disaster. Rising sea levels, changing coastlines, increasing frequency of extreme weather events, and increased temperatures are among the most catastrophic events generated by climate change. All these factors threaten the regional and global community and present challenges to the policy framework. Specifically, vulnerable and marginalized populations are significantly impacted by these disasters. As these regions confront the complex effects of climate change, a comprehensive, interdisciplinary, and sustainable approach is essential. This book offers an extensive examination of disasters, climate change, and sustainability issues with special reference to South Asia.


This edited volume offers new insightful knowledge to support policymakers and researchers to create a resilient future in South Asia, in the face of disasters, climate change, and sustainable development challenges. The book begins by delineating theoretical approaches for reducing climate change-induced disasters from a South Asian perspective. The subsequent chapters analyze many phenomena, including heat waves, riverbank erosion, climate-induced migration, policy challenges related to climate change, and the relationship between them. Providing a survey of the contemporary challenges and strategies for disaster response and climate change mitigation in the South Asian context, this volume offers a comprehensive resource for a diverse audience of academics, development practitioners, legislators and policymakers interested in disaster management, climate change, and sustainability studies in South Asia and beyond.

Providing an in-depth exploration into the rivers of Habsburg Galicia (part of Austrian Poland) in the 19th century, this volume combines analysis of historical hydrographic data with modern GIS and remote sensing tools.Considering geographical and historical factors, this book draws on both natural processes and human activities to analyse how river valleys function and highlight contemporary challenges relating to water resource management in the context of climate change. This collection is divided into four sections: Rivers, Flow, Control and Economy. The first section consists of studies on rivers in Galicia from geographical, borderland, legislative and literary perspectives. The second section deals with the floods that regularly affected Galicia in the 19th and 20th centuries, causing significant economic and social damage, providing pertinent parallels with current issues in the context of climate change. The third section analyses the actions of the state and autonomous authorities, aimed at controlling rivers through regulation, the construction of flood embankments and the drainage of wetlands. The final section includes studies on the role of rivers in the economic life.This is a detailed and fascinating examination for scholars and students interested in Eastern European environmental history, hydrology, environmental management and water resource governance, and environmental economics.

Over a time lapse of only about 170 years, the trajectory of greenhouse gas (GHG) in the atmosphere has exceeded the 1.5°C security level established in the Paris Agreement. States and international organisations have thus far addressed global warming primarily by means of policy-making and law-making–that is, from the standpoint of ‘primary’ rules, but convergence is still limited. Climate science indeed warns that the timely achievement of carbon neutrality by 2050 currently necessitates drastic cuts in GHG emissions on a yearly basis. Can therefore a progressive implementation of ‘secondary’ norms, that is, sanctions and ensuing enforcement procedures, meaningfully contribute to fostering a fast transition to a low-carbon economy based on renewables and, possibly, nuclear energy and further innovative technologies, including corresponding adaptation measures? ‘Hard’ and ‘soft’ mechanisms, both ‘public’ and ‘private’ in nature, whereby enforceable sanctions integrate goal setting, pledges and a variety of behavioural incentives, disclose a fragmented ‘enforcement deficit’, which compels case-by-case decentralised solutions, whereby the threshold is by now set at a 2°C temperature increase above pre-industrial levels, with fast-approaching tipping points.
