Stanis¿aw Kowalkowski is professor at War Studies University, Warsaw, Poland. He is the author and co-author of 230 different scientific studies, including ‘Determinants and possibilities of counteracting the use of improvised explosive devices’; and has participated in 12 development projects, including project dedicated to ‘Improving the Safety and Protection of Soldiers on Missions Through Research and Development in Military Medical and Technical Areas’.
Marek Wrzosek is professor at War Studies University, Warsaw, Poland. His military, research and teaching career develops in the scope of military reconnaissance systems, information systems and particularly military and non-military threats assessment. Why most Americans' finances improved during the worst economic contraction since the Great Depression-and the policy choices that made this possible In March 2020, economic and social life across the United States came to an abrupt halt as the country tried to slow the spread of COVID-19. In the worst economic contraction since the Great Depression, twenty-two million people lost their jobs between mid-March and mid-April of 2020. And yet somehow the finances of most Americans improved during the pandemic-savings went up, debts went down, and fewer people had trouble paying their bills. In The Pandemic Paradox, economist Scott Fulford explains this seeming contradiction, describing how the pandemic reshaped the American economy. As Americans grappled with remote work, "essential" work, and closed schools, three massive pandemic relief bills, starting with the CARES Act on March 27, 2020, managed to protect many of America's most vulnerable. Fulford draws from the Consumer Financial Protection Bureau's "Making Ends Meet" surveys-which he helped design-to interweave macroeconomic trends in spending, saving, and debt with stories of individual Americans' economic lives during the pandemic. We meet Winona, who quit her job to take care of her children; Marvin, who retired early and worried that his savings wouldn't last; Lisa, whose expenses went up after her grown kids (and their dog) moved back home; and many others. This book introduces resilience-based concepts and high reliability organization (HRO) principles—adapted from disruption-prone industries—to improve risk management for tail or extreme events in U.S. globally systemically important banks (G-SIBs). HROs thrive in volatile environments by prioritizing adaptability, vigilance, resilience, and safety. Given that both G-SIBs and disruption-prone companies operate in increasingly uncertain and complex settings, there is a shared need for risk management techniques centered on resilience engineering to anticipate and mitigate unexpected extreme events. While G-SIBs are “too big to fail” and provide valuable insights into resilience in high-stakes scenarios, these approaches can benefit banks of all sizes facing similar risks.
The book explores the social world of banking and management, emphasizing the subjective nature of risk as people interpret events differently. Through surveys, interviews, and case studies, the research identifies growing interest in non-predictive risk methods for bank resilience. It recommends supplementing existing quantitative risk models with a transdisciplinary approach focused on non-predictive HRO principles to help banks prevent and mitigate extreme risks. The study finds that current G-SIB risk methods rely heavily on quantitative models, which may create a false sense of security. Additionally, extreme events are increasingly compound and often driven by human behavior. The book targets scholars and professionals seeking advances in resilience engineering within banking.
Pascal vander Straeten has extensive experience in risk management across institutional and corporate banking, project finance, commercial real estate, and emerging markets, working successfully in the US, UK, Germany, Italy, Spain, France, Luxembourg, and Belgium. In 2012, he founded Value4Risk in Australia, consulting on geofinance, tail risk management, and business resilience.
