This second edition of The Palgrave Handbook of Criminology and the Global South&nbsp;significantly expands, develops and draws together the rapidly growing research and theory about crime, punishment, security, prisons, policing, gender violence, environmental justice, island justice and justice innovations from, of and about the Global South. It addresses the hegemonic bias in the production and dissemination of criminological knowledge and covers a huge scope of research methodologies and lines of inquiry to develop a transnational criminology inclusive of the experiences and perspectives of the Global South. It includes Indigenous, critical, green, southern, feminist, counter-colonial, post-colonial and de-colonial approaches. It seeks to&nbsp;contribute to the bridging of global divides and reducing inequities with the aim to democratise criminological knowledges.

The Palgrave Handbook of Criminology and the Global South

This edited volume explores the evolution of public sector reforms in Nigeria since the return to democracy in 1999. Marked by decades of inefficiency, corruption, and underperformance, Nigeria’s public sector has long required structural transformation. It critically examines the reform initiatives that emerged under President Obasanjo’s administration and beyond, offering a comprehensive review of the strategies, outcomes, and lingering challenges across multiple administrations. With an emphasis on democratic governance and developmental state-building, the book contributors explore reform efforts in civil service restructuring, digital governance, anti-corruption, education, agriculture, pensions, security, housing, and power sector transformation. This volume also assesses policy tools like the Integrated Personnel and Payroll Information System (IPPIS), Federal Civil Service Strategy and Implementation Plan 2021-025 (FCSSIP25), and the role of innovation in service delivery. Special attention is given to sector-specific case studies and the use of empirical and econometric approaches to evaluate reform impacts.It includes comparative perspectives from Ghana, South Africa, and Côte d’Ivoire. He has taught at the University of Swaziland, University of Ghana and the University of KwaZulu-Natal, South Africa and supervised 25 PhD and 40 M.Phil. students.

This book provides a comprehensive overview of Russia's Arctic policies since the 2022 war with Ukraine began. Covering geopolitical transformations, domestic evolutions and the role of climate change, it traces how, for around two decades, Russia has renewed its strategic interest in the Arctic region. It reflects on how, with more than half of the circumpolar territories, Russia's Arctic regions generate between 10 and 15% of Russia's GDP and a quarter of its exports, with the yet-to-be-explored reserves of the Arctic continental shelf also offering immense potential. Russia's Arctic analyses the growth of hydrocarbon deposits in the far north of Siberia and nearby offshore areas and how this has contributed to the rapid development of the Northern Sea Route. Marlene Laruelle and Jean Radvanyi examine the tremendous long-term importance of the region for Russia, regardless of internal political developments and the state of relations with the West. Long a place for science diplomacy and transborder dialogue, the region has once again become a hotspot for geostrategic tensions and a new interface between an expanded NATO and Russia. While the West is imposing increasingly broad sanctions specifically targeting Arctic hydrocarbon development projects, the Russian government is striving to circumvent or mitigate their effects with countermeasures by relying on their allies, most of whom are Asian. Laruelle and Radvanyi convincingly contend that Russian Arctic development policy must take into account the economic needs of the Russian budget and the geopolitical realities of decoupling from the West and pivoting towards the so-called 'Global South'. Additionally, it must consider the heavy legacies of the past in terms of population, infrastructure, and pollution, as well as future projections regarding the impact of climate change.

This book identifies an emerging Brazilian cultural criminology which combines Brazilian and Latin American critical criminology with the new avenues of investigation and methodologies that characterize cultural criminology more broadly. Bringing together various perspectives, it offers a new take on cultural criminology which demonstrates its international scope and innovative approaches to explore the specific problems of Brazil’s peripheral reality. It presents a window into past and present Brazil, discussing themes of colonialism, slavery, genocide, racism, eugenics, police lethality, mass imprisonment, urban groups, Bolsonarism, youth gangs, mediated representation, and the pandemic.
The joint work of criminologists from Brazil constitutes a new facet of Brazilian critical criminology and a new facet of cultural criminology itself. Bound by their common political identity, these fields continue to develop and spiral together, challenging accepted notions of locality and reinventing academic and everyday forms of resistance in different arenas of the Global South and Global North. 
This book demonstrates that the reception and incorporation of methodologies and ideas from cultural criminology into Brazilian critical criminology do not reveal a simple reproduction, but rather that Brazilian criminologists continue to reinvent and contest, from the margins, the very cultural criminology of the Global North from which they were inspired to refine and expand the accumulated critical knowledge positioned against administrative criminology.&nbsp;

Salah H. Khaled Jr. is Associate Professor of Criminology, Criminal Law, Criminal Procedure, and History of Legal Ideas at Universidade Federal do Rio Grande, Brazil. He is the author of Criminologia Cultural Periférica, co-author of Curso de Criminologia Crítica e Cultural Decolonial with Wayne Morrison, and editor of Explorando a Criminologia Cultural&nbsp;and Novas Aventuras em Criminologia Cultural with Jeff Ferrell, Keith Hayward, and Álvaro Oxley da Rocha.
