This volume addresses the drivers and mechanisms of institutional change in Europe and East Asia during times of international crisis. Under what conditions and through what processes does a form of regionalism or regionalization change? Why is there a different pace of development, and what mechanism is responsible for institutional change? Is it simply copying, or are there other mechanisms at work? Why do regions institutionalize, and why don't others?
We will distinguish between "regionalization" and "regionalism." While the former is a bottom-up process involving all kinds of citizens, non-governmental organizations, and academic circles, the latter is a top-down activity. It is the work of states, public international organizations, and diplomats. This book focuses on both phenomena. One could argue that East Asia first experienced regionalization, followed by regionalism. In the EU, however, it may be the other way around, as international organizations and elites have largely driven the integration project thus far.

Despite broad popular support for robust minimum wage policy, the federal minimum wage is now worth less--in real, inflation-adjusted terms--than at any time since 1949. While some state and local governments have stepped in to fill this void, others have declined to set any minimum wage standard at all. Traversing more than 100 years of history, Raising the Floor examines how interest groups have navigated the highly decentralized American political system to shape the development of federal, state, and local minimum wage laws. The Color of Social Security traces the myriad ways and interconnected social systems in which racism has been embedded into American social security programs. Drawing on American history, Jon Dubin exposes institutionalized processes undermining racially equitable receipt of retirement and disability benefits. Examples include the 1935 Social Security Act, which excluded Black agricultural and domestic workers in order to protect the postbellum Southern racial economic and political order; the 1972 Supplemental Security Income program's exclusion of persons of color in the U.S. territories, with genesis in 125 years of racialized colonial domination; 1980s criminal justice system restrictions; systemic racial bias in disability decisions in the 1990s; disability eligibility obstacles from "race-norming" in the 2000s; and the misevaluation of Black claimants with sickle cell disease under Social Security Administration regulations since 2015. While exploring these histories, Dubin offers concrete solutions to address racial inequity and create a more equitable future.

A 300-year history of influential artist training academies in more than a dozen countries &nbsp; This ambitious volume delves into the institutional history of art academies. These academies provided practical training for artists as well as spaces for theoretical discussions and debates as they emerged across Europe and the Americas around 1600 and through their proliferation in the eighteenth and nineteenth centuries. Many were founded under official auspices, with state, ecclesiastical, or monarchical support for the teaching of “fine arts.” Others originated through private patronage or expanded beyond painting, sculpture, and architecture, competing or merging with trade schools. Complex models for teaching art evolved around the world across an array of institutions, as the European academy model responded to differing regional conditions, including colonial contexts. &nbsp; Seventeen essays from leading and emerging scholars examine academies from Brazil, Colombia, Italy, France, Germany, Mexico, Turkey, the United States, and beyond. In examining academies of art both within specific political and historical moments and across transnational boundaries, the authors ask nuanced questions about the institutions’ goals and rules around membership, addressing issues of race, class, and gender. The first history of US federal law enforcement from the nation's founding to the creation of the Justice Department in 1870, showing how federal prosecutions have always been shaped by local institutions and interests. The public imagines the Department of Justice and its agencies as mighty juggernauts. The reality is strikingly different. The FBI is barely larger than the Chicago Police Department, federal courts handle far fewer cases than state courts do, and federal prosecutors rely heavily on state and municipal authorities. The feds cannot function without local support, which means that the projects on which DOJ intervention is most needed-the ones that local communities oppose or don't care about-are also those least likely to succeed. This is no accident. Fragile Authority shows that this weakness is built into the structure of federal enforcement. To understand why, Daniel Richman traces the present-day workings of the DOJ all the way back to the nation's founding. The system was so circumscribed at the start that districts went years without a single conviction; enforcement efforts were often just performances of sovereignty for foreign audiences. And while a stronger enforcement apparatus emerged from the 1850 Fugitive Slave Act, its protection of Black civil rights during Reconstruction lasted only a few years before the federal retreat. After its creation in 1870, the Justice Department concealed its limitations by turning the agendas of local police-such as prosecuting gangsters, car thefts, and prostitution-into ostensibly national priorities. For better and for worse, federal law enforcement missions without local buy-in remain rare and difficult to sustain. The resistance to President Trump's immigration enforcement surge in sanctuary jurisdictions showed yet again that this norm is not easily broken.
