This Handbook is a charting exercise to determine contemporary patterns of Indian migration to Southeast Asia. It will determine two waves/sectors of the Indian migration process to Southeast Asia, high skilled migration and semi-skilled to low skilled migration. However, such a research project is not complete without understanding the context of social and political dilemmas of Indian communities in Southeast Asia as well as the interstitial spaces some Indian migrants or migrant communities might fall through as stateless Indians or Indian communities. The Handbook is premised largely on Indian-ASEAN, twenty-five years of partnering relations in diplomacy, politics, economy, people to people exchange, human capital development and exchange as well as coordinated infrastructural development. It&nbsp;reinforces the much-discussed ‘Look East’ and current ‘Act East’ initiatives of the Indian government, highlighting cooperation with the Southeast Asian and East Asian economies, as some political perspectives suggest, to counterbalance China’s economic influence in the region.S. Irudaya Rajan is Chair of the International Institute of Migration and Development, Kerala, India. Prior to this, he was a Professor at the Centre for Development Studies. Prof. Rajan is the Founder Editor in Chief of Migration and Development (Sage) and the editor of two Routledge series - India Migration Report and South Asia Migration Report. He has coordinated nine large-scale migration surveys in Kerala since 1998 (with K.C. Zachariah) and replicated the Kerala model of migration surveys in other states, including Goa (2008), Punjab (2009), Tamil Nadu (2015), and Odisha (2023) and has been instrumental in similar surveys in Gujarat (2011), and Jharkhand (2023).

The Palgrave Handbook of Indian Migrants to South East Asia

This volume chronicles migrant lives in Japan and the Philippines during the COVID-19 pandemic. In particular, it focuses on the Japanese in the Philippines and the Filipinos in Japan, making it a valuable resource for those doing research on migrations between these two countries, and/or about migrations in Asia, in general.Analyzing data gathered through interviews, surveys, content analyses, and ethnographies, the authors meticulously present critical findings and narrate migrants’ experiences of COVID-19. While the world has now eased back into a “state of normality,” the significant societal changes that have occurred cannot be denied. Hence, the book argues that it is imperative for the public to be informed how various types of migrants have experienced the pandemic, leading them to explore innovative ways to adapt to conditions during this health crisis.The chapters in this volume are important in informing not only scholars studying migration, but also policy-makers, NGOs, and the general public, as to how non-citizens in these two countries have grappled with the challenges posed by the pandemic.  This book examines policy innovations in highly hierarchical societies, particularly in Asia. Drawing on an insightful case study from Thailand, it assesses how policy innovations come to be cultivated at the sub-national level of a centralised government. In particular, the book assesses the role of policy innovation cultivators in the policymaking process, including the constraints placed upon them and the tactics they employ to overcome them. Whilst this topic has received much attention from Western scholars in democratic societies, far less studies have examined the role of policy innovation cultivators in Asia and the Global South, where countries are often governed by hierarchical, semi-autocratic governments. The book therefore offers important insights into how the role of these cultivators differs in different parts of the world, depending on the political context, administrative system, and socio-cultural setting in which they operate. It also highlights the need for culturally sensitive approaches to studying policy innovation, tracing a journey through generative policy ecosystems.
