Zudem werden auf die Schwierigkeiten bei der Zuordnung von bewegten Lieferungen bei grenzüberschreitenden Reihengeschäften in der Praxis hingewiesen. Im Rahmen der "Quick Fixes" der EU wurden neue Regelungen zu den innergemeinschaftlichen Reihengeschäften aufgenommen, um europaweit uneinheitliche Regelungen für den Handel zu vereinheitlichen und somit zu vereinfachen. Infolgedessen ist im deutschen Umsatzsteuerrecht der § 3 Abs. 6a UStG eingeführt worden. Durch diese Gesetzesänderung wurde der Art. 36a MwStSystRL (unionsrechtliche Regelung zur Zuordnung der Warenbewegung beim innergemeinschaftlichen Reihengeschäft) umgesetzt. 

Bisher wurden derartige Reihengeschäfte in den EU-Staaten umsatzsteuerlich unterschiedlich behandelt, was zu Nicht- oder Doppelbesteuerung führte. Es gab bisher keine einheitliche EU-weite Regelung darüber, welche der Lieferungen als sogenannte bewegte Lieferung betrachtet wird (also möglicherweise als steuerfreie Lieferung). Nun werden Reihengeschäfte, bei denen der mittlere Unternehmer Waren befördert oder versendet, wie folgt geregelt: Im Grundsatz wird die Vermutung aufgestellt, dass die Lieferung durch den ersten an den mittleren Unternehmer die bewegte Lieferung ist. Wenn der mittlere Unternehmer allerdings dem ersten Unternehmer seine USt-ID-Nr. des Mitgliedsstaates mitteilt, in dem die Beförderung oder Versendung begonnen hat, wird die bewegte Lieferung ihm zugerechnet. Durch die Quick Fixes wurden zudem vereinheitlichte Nachweispflichten innerhalb der EU als formelle Voraussetzung für die Steuerbefreiung von innergemeinschaftlichen Lieferungen eingeführt. Die USt-ID-Nr. und die Abgabe der Zusammenfassenden Meldung sind ab dem 01.01.2020 nun materiell rechtliche Voraussetzungen für die Steuerbefreiung von innergemeinschaftlichen Lieferungen.
