Studies in National Governance and Emerging Technologies

This book examines how artificial intelligence systems and their applications in security and defence are entangled with governance and policy processes in the EU. Combining concepts and insights from (critical) security studies and science and technology studies, it argues that behind the various AI-related policy initiatives in the EU are particular narratives on security and defence based on European fears of technological innovation and strategic gaps. In this respect, the book casts light on how such beliefs have become increasingly instrumentalized in the European governance dynamics, and subsequently embedded in successive policy initiatives and security and defence research programmes. It challenges conventional understandings of AI technologies as mere security and defence-enabling instruments, by providing a conceptually driven analysis of how certain visions of AI help govern and control one of the most dynamic emergent socio-technical fields. The book will appeal to all those interested in artificial intelligence, security studies, technology and European governance.&nbsp;
 
 Raluca Csernatoni is a Research Fellow at Carnegie Europe, where she works on the nexus between European defence and emerging technologies. She is also Guest Professor at the Centre for Security, Diplomacy and Strategy (CSDS), Vrije Universiteit Brussel, Belgium, and Visiting Faculty in the Department of International Relations, Central European University, Austria.

Artificial Security and the Politics of Hype in the EU

Strategic lessons for monetary policy from the last two tumultuous decades based on insights from Sun Tzu, the Chinese philosopher and author of The Art of War. When central banks were forced to innovate and develop a multifaceted set of new weapons in response to the 2008 global financial crisis and 2020 COVID-19 pandemic, the result was a substantial expansion in their authority and reach. In The Art of Monetary Policy, Kristin Forbes draws lessons for monetary policy of the last two decades from the principles of Sun Tzu, the author of The Art of War, a Chinese philosopher and military strategist from the fifth century BC. Tzu proposed several key principles for success—tenets that apply to monetary policy and the battlefield today: (1) plan in advance for the next battle; (2) accept and adapt to the inevitability of powerful, external shocks outside your control; (3) establish a strong tactical position; (4) develop a variety of weapons that can be combined for different maneuvers and situations; (5) maintain flexibility so that you can quickly modify your strategy; and (6) consider the longer-term costs when evaluating the trade-offs of different approaches. These principles provide insights into what central banks did (and did not) do well over the last two decades, as well as how they should deploy interest rates, balance sheets, emergency support programs, forward guidance, and macroprudential tools in the future. While the optimal strategy in both war and monetary policy is more of an “art” than a science, adopting these principles can improve our ability to battle the next crisis and build more resilient economies during peaceful periods.

While in custody, she was tortured and raped by French soldiers. Her case would have been buried like countless others had it not been for the efforts of her lawyer, Gisèle Halimi, and the philosopher Simone de Beauvoir to transform it into an international cause célèbre. Djamila Boupacha is the culmination of this campaign to expose the systemic violence of colonial rule. The new macroeconomics is about distributions and flows, rather than points and intersections. Market frictions imply that the search for trading partners is time consuming and costly. Consequently, market participants flow between economic states, and trades occur at dispersed prices. This generates motives for continued search for better market opportunities, and for bargaining between potential trading partners. This volume takes the empirical analysis of markets with frictions to a new level by using unique merged registers from Denmark on firm accounting data, individual employee data, and international trade data to estimate empirically the relevant flow rates, dispersions, and relations among key variables of interest, including productivity, firm size, wages, exports, growth, and unemployment. The results serve to inform researchers and policy makers about the functioning of markets, justify the interpretation of dispersion and flows as equilibrium outcomes, and provide an understanding of cycles, adjustment, and potentials for public policy.

The new macroeconomics emphasizes distributions and flows rather than static points and intersections. This book reassesses classic Marxist theories of finance capital and uneven development in the context of the present intensified process of financialization and the accentuation of combined and accelerating uneven development. In particular, the work of Hilferding and Luxemburg is discussed and re-framed in light of both the contributions of Marx and more recent engagements by David Harvey and Neil Smith. The book explores the case of South Africa in particular in light of the combination of a rapidly financializing yet crisis-ridden South African political economy on the one hand and intensifying social inequality and political conflict on the other.&nbsp;It explores a series of strategies and possibilities that might open up trajectories for change and transformation with particular attention paid to the promises and constraints of the de-growth movement and intersectional class struggle, which will appeal to political economists, researchers, and students alongside those studying South Africa specifically. Patrick Bond is a political economist and professor at the University of Johannesburg, South Africa. He spent more than two decades teaching at the Wits University School of Governance in Johannesburg and the University of KwaZulu-Natal Centre for Civil Society in Durban. During the late 1980s he pursued doctoral studies in economic geography at Johns Hopkins University, while learning politics in the anti-apartheid, labour, student and community movements. In 1994 and 1996, he worked in the Reconstruction and Development Ministry in President Nelson Mandela’s office, drafting the democratic government’s first White Paper and a dozen other major policy documents. An empirical analysis and new theoretical framework for understanding economic expectations and decision-making in different historical settings. Expectations play a crucial role in shaping economic behavior. But how are expectations actually formed, and how has this changed over time? The financial crisis of 2007–08 cast doubt on traditional theories of expectation formation, particularly the rational expectations framework. In Contingent Expectations, Alexander Nützenadel and Jochen Streb examine the ways that past experiences influence the economic expectations and decision-making of households, investors, and policymakers through history, and offer an alternative perspective. Combining a comprehensive empirical analysis of expectation formation from the eighteenth century to the present day with an assessment of the relevant economic theory, Nützenadel and Streb present a new theoretical framework, contingent expectations, for understanding economic expectation. Nützenadel and Streb show how economic actors developed new forecasting methods in response to rising uncertainty brought on by the Industrial Revolution, the expansion of global trade, financial market integration, and environmental crises. Tracing the evolution of economic theories on expectations, they find that when growing market volatility made forecasting more complex, economic agents often adapted with remarkable flexibility to changing circumstances. Challenging prevailing concepts of expectations, including rational choice and adaptive expectations, Nützenadel and Streb emphasize the heterogeneity of economic agents’ cognitive practices—in particular, the need to consider variation in information costs and historical experience. Expectation formation, they argue, is contingent on each individual’s current decision-making situation. Their account of the history of economic expectations has significant implications for current debates in economics.
