Ambitious in scope, this multi-sited global ethnography draws on four years of original fieldwork and interviews with technology companies in the US, the United Nations in Bangkok, Thai and Dutch NGOs, and law enforcement in the US and the Netherlands. The book argues that in the 2010s, a network of technology companies, NGOs, and law enforcement created the notion of a “virtual child” in need of techno-solutionist saving to justify a vast expansion of surveillance technologies. The book examines how pervasive myths of child abuse online were exploited to serve the aims of seemingly disparate groups, from Christian neo-abolitionists to NGOs conducting virtual sting operations. It is this complex relationship between the care and securitization needed to fix the child victim as an object of data, concern, and rescue that the book explores.

In Shock and Yawn, Megan Sibbett confronts state-sanctioned, mundane violence committed in the name of protection and argues that queer storytelling is an ideal avenue for recognizing, theorizing, and subverting it: Through queer stories, we have a direct window into the real-world ramifications of violence that purports to be for the public good. This violence, reinforced and normalized through surveillance campaigns, failure-to-protect laws, border policies, and government messaging, is obscured by both its banality and its benevolent veneer, in which children, or imagined children, are central to its logic of protection.
 
 Building on queer theorists' critiques of intimate and administrative violence, especially Gloria Anzaldúa's "intimate terrorism," Sibbett develops methodologies for conceptualizing and subverting violence aimed at queer, racialized, and gendered bodies in this era of surveillance and increasing authoritarianism. Sibbett addresses book bans, anti-trans legislation, idealized histories of westward expansion, and more, examining materials that include public service announcements, advertising, social media, news reports, poems, interviews, and novels. Today's techno-oligarchs are not concerned with saving the planet; rather, they have accepted the end of progress and are focused on safeguarding their wealth in the face of an impending political and ecological collapse.
