This is Book Two of the OSS Formulation Academy - the first full deep-dive volume, following Book One's introduction of six judgment calls at introductory depth. This one takes the first of those six, total applied cost, and gives it the full treatment: real numbers, a real negotiation posture, and the habits that turn a one-time cost review into a standing practice.
It assumes you've read Book One, or that you're working this job with the equivalent hands-on experience - you already know pigment from binder, and Chapter Three of the field manual already put the phrase "total applied cost" in your head. This book is where that phrase gets math, a negotiation playbook, and a checklist behind it.
