That Further Shore

A Memoir of Irish Roots and American Promise

WIDER Studies in Development Economics

The primary goal of economics is, or should be, to improve the living conditions and overall well-being of individuals, but most analyses of inequality, poverty, and the redistributive effects of public policies are conducted instead at the household level. Similarly, the bulk of our data - whether drawn from surveys or administrative records - pertains to households rather than individuals. This approach might be acceptable if households were inherently equitable spaces. However, extensive research across the human and social sciences has revealed significant inequalities within families. Against this backdrop, The Economics of Power and Poverty in the Home begins by exploring what can be measured about the sharing of resources and the distribution of well-being within households, with particular attention to gender disparities and child poverty. Taking stock of a wide range of economic and social science research, it offers a critical assessment of available microeconomic models and measurement tools, examining what they can illuminate about intra-household dynamics. Olivier Bargain then investigates the key demographic, economic, and social factors that shape inequalities within households, including women's participation in the labour market and their control over income and assets, as well as broader contextual influences such as economic crises, social movements, media and role models, and the enduring impact of formal and informal norms. Some of these factors are also relevant as potential markers for policy intervention and the targeting of social programs, especially when they help to identify instances of acute inequities within families. Turning explicitly to redistributive policies, the volume analyses how cash transfers, in-kind benefits, and taxation can shift power dynamics within households and affect the poverty status of women and children. Throughout, the book critically engages with recent developments in academic and policy debates, and outlines directions for future research. It concludes by addressing the normative challenges households present for the design of equitable public policies, such as the complexities of redistributing resources both between and within households.

A silent revolution is underway in India today. Starting in 2020, twelve states have rolled out unconditional cash transfers to nearly 118 million women. While the media disparages these transfers as 'freebies', Wages for Housework: India's Experiment with Unconditional Cash Transfers to Women offers the first book-length study of these transfers, using social reproduction feminism, particularly the wages for housework campaign, to theorize unconditional cash transfers as providing economic recognition of women's unpaid domestic and care work. Against the backdrop of a low female labour force participation rate, a residual welfare regime, and an entrenched culture of gendered familialism wherein women are presumed responsible for care, the book addresses arguments for and against unconditional cash transfers in feminist economics and welfare theory. In doing so, it recollects the vision of the founding mothers of the Indian Constitution who advocated for the recognition of women's unpaid work. It traces how Indian courts have, since Independence, treated women's unpaid domestic and care work as being on par with an occupation to hold that the economic recognition of unpaid work is a step towards the constitutional vision of equality and dignity. Through an in-depth study of unconditional cash transfers in three states, namely, Goa, Assam, and West Bengal (implemented in 2013, 2020, and 2021, respectively), Kotiswaran elaborates on state-specific welfare regimes and analyses the implementation of cash transfers through interviews with bureaucrats, academics, feminist activists, and women beneficiaries to understand if and how they have resulted in women's empowerment, whether in terms of education, paid employment, or the gendered division of labour. In conclusion, the work posits that unconditional cash transfers represent an unprecedented and welcome expansion of the Indian welfare regime and to be truly gender transformative, they need to be embedded in a broader feminist agenda for care. A Man Visited by History illuminates what author Steven P. Brown calls the "single Scottsboro case–related subject that has not been adequately explored to this point": the life of Judge James E. Horton, Jr., the white Alabama Eighth Circuit judge who set aside the jury's guilty verdict in the second trial of defendant Haywood Patterson in Decatur. Of the three trial judges and more than one hundred jurors who considered the cases of the Scottsboro defendants, Horton was the only one to find that the evidence against them was virtually nonexistent.
