This book offers a new governance framework for understanding how countries with limited institutional capacity can pursue economic catch-up in the digital age. This book introduces the concept of the Developmental Network State (DNS) to explain how learning, coordination, and embeddedness enable capability development under conditions of constraint. Focusing on transitional economies in Southeast Europe, it examines how fragmented institutions, donor dependence, and political volatility shape technological upgrading and industrial transformation.
Drawing on extensive fieldwork, stakeholder interviews, and comparative analysis, the book explores digital entrepreneurship, agri-food upgrading, and integration into automotive supply chains in low-capacity environments. It highlights themes such as governance as a meta-capability, industrial policy under digital disruption, and the role of diasporas and donors in shaping development trajectories. This interdisciplinary study will appeal to researchers, graduate students, policy advisors, and development practitioners interested in industrial policy, innovation systems, and governance reform in latecomer economies.

Catching Up in the Digital Age

Why socially responsible investment promises to make investors richer and the world better—but fails at both. Wall Street thrives by telling investors that clever financial strategies can reverse the trade-off between corporate profits and social progress. But the link between greater corporate social responsibility and improved financial performance is an illusion. Profit vs. Progress dissects the massive $30 trillion “socially responsible” or “sustainable” finance industry—and finds the emperor has no clothes. At best, sustainable investing typically delivers average rates of financial and social returns. But it makes social and environmental crises harder to overcome, by using financial gimmickry to distract our attention from real solutions. Author Brad Swanson argues that corporations in competitive markets act without moral values, and ethical investment can’t prod them to take greater social responsibility. The only way to change the outcome of the game is to change the rules. The solutions will have to come from legislatures, not corporate boardrooms. Swanson calls for public policies to make businesses better serve all of society, not just their shareholders—without blunting their edge. His recommendations include breaking up the cartel of large asset managers, rebuilding the influence of organized labor, curbing the rapacious behavior of the private equity industry, and eliminating the conflict of interest that pits corporate directors against the greater good of the community. The author shows that in previous eras of social crisis caused by corporate excess, meaningful reforms emerged through the political process. Today as well, the path forward is clear—if we have the will to follow it.

In today's business environments, destructive leadership practices continue to cause significant harm to organizations, employees, and stakeholders. While extensive research has documented these detrimental effects, less attention has been given to proactive approaches for preventing such practices. Based on a systematic exploration of normative perspectives, this book examines kindness as a leadership strength to prevent destructive leadership behaviors. The research conceptualizes kindness through the principle of primum non nocere (first, do no harm), positioning it as a form of self-restraint essential for preventing illegitimate harm. Using the Practical Syllogism framework and the Ethical Compass tool, this book analyzes how kindness serves as a foundational leadership strength that promotes trust, cooperation, and sustainable organizational performance. The findings of this research contribute to the literature of leadership and business ethics by suggesting ways for leaders to manifest kindness and harm prevention in everyday decisions and behaviors, primarily by focusing on the development of moral awareness, willingness, and ability within leadership.

The contributors to this collective volume engage with the ongoing debate on contractual freedom and autonomy in company law. While contractual freedom has long been regarded as a cornerstone of private law, its meaning and boundaries have become increasingly complex within the corporate sphere. This book integrates diversified disciplines, research approaches, and methodologies of area studies, regional economic development, and regional science. With its huge population, China has accomplished rapid economic growth since the 1990s, although the significant income gap among regions and individuals has become a serious problem for its society. China's accession to the WTO in 2001 has had various influences on the entire food system, from agriculture to consumers, through the food manufacturing and distribution industries. The changes in the Chinese food system are considered to have also affected the agriculture and food industries in Asian countries where economic interdependence has been promoted in past decades. The author argues these issues based on interdisciplinary and multi-disciplinary methods and approaches and has successfully derived empirical and theoretical results that are rich in policy implications. The topics addressed include food security and sustainability of agriculture especially in the suburbs of big cities; poverty reduction in rural agricultural areas amidst prosperity in urban and coastal areas; regional networks and international trade of the food industry in East Asia; creation of innovative knowledge and human capital for clustering of the agro-food sector; regional development strategy; and international cooperation.
