The post-Cold War era was widely associated with the Washington Consensus, which promoted economic efficiency, specialization, and trade liberalization as pathways to growth and social welfare. Globalization facilitated the rise of geographically dispersed production networks, known as global value chains (GVCs). For decades, firms benefited from offshoring by exploiting labour cost differentials, accessing cheaper resources, and entering new markets. However, since 2010, political and societal shifts have driven a collective reconfiguration of GVCs. Today, manufacturing systems are being reshaped by three major forces: digital transformation, climate change, and geopolitical tensions.This volume focuses on the latter - geopolitical disruptions - and examines their impact on corporate strategies related to trade and foreign direct investment. Firms increasingly respond by relocating operations, either through reshoring to the home country or through nearshoring to adjacent regions. The study investigates the drivers behind these decisions, comparing current reshoring patterns with previous disruptions, such as those during the COVID-19 pandemic. It also evaluates the role of policy frameworks in enabling relocation and considers how these may evolve. While the analysis centres on the European Union, it offers a global perspective on geopolitical risks. The book highlights lessons learned from the implementation of spatial and regional approaches to development and discusses the strengths and weaknesses of these various approaches in relation to issues such as national settlements, urbanization, rural development, industrialization, land use, rural-urban relations, and transport infrastructure. This book promotes a new framework of spatial and regional development, advocating a dynamic approach to local-national-global integration and a focus on new issues such as governance and inclusion, innovation and knowledge, economic and trade blocks, and regional and decentralized political economy. It argues that spatial and regional approaches would be redefined through enhanced information and communications technologies, participatory governance, developed transport networks, and better supply chain and logistics for production and distribution, with the aim to reduce spatial disparities and inequalities, spatial impediments in development and increase opportunities for economic integration and interdependencies across geographical entities. The challenges of economic development become harder to achieve if poor countries also face military threats, either from external sources (such as the arms race between India and Pakistan) or from internal sources (conflicts and civil wars in Kashmir, Nepal and Sri Lanka). Today, however, planning is facing powerful challenges - professionally, intellectually, practically - in ways arguably not seen before. Recent developments and trends are raising fundamental questions about how we plan regions. Planning is no longer solely the domain of professional planners but has been opened up to a diverse group of actors, each with their own interests. Why do we use eighty-year-old metrics to understand today’s economy? The ways that statisticians and governments measure the economy were developed in the 1940s, when the urgent economic problems were entirely different from those of today. In The Measure of Progress, Diane Coyle argues that the framework underpinning today’s economic statistics is so outdated that it functions as a distorting lens, or even a set of blinkers. When policymakers rely on such an antiquated conceptual tool, how can they measure, understand, and respond with any precision to what is happening in today’s digital economy? Coyle makes the case for a new framework, one that takes into consideration current economic realities. Coyle explains why economic statistics matter. They are essential for guiding better economic policies; they involve questions of freedom, justice, life, and death. Governments use statistics that affect people’s lives in ways large and small. The metrics for economic growth were developed when a lack of physical rather than natural capital was the binding constraint on growth, intangible value was less important, and the pressing economic policy challenge was managing demand rather than supply. Today’s challenges are different. Growth in living standards in rich economies has slowed, despite remarkable innovation, particularly in digital technologies. As a result, politics is contentious and democracy strained. Coyle argues that to understand the current economy, we need different data collected in a different framework of categories and definitions, and she offers some suggestions about what this would entail. Only with a new approach to measurement will we be able to achieve the right kind of growth for the benefit of all.
