Tassilo Schröck examines the scope for action and reform options regarding cooperations between contracting authorities in public procurement. To this end, he analyses the constitutional framework of administrative organisation, the tendering obligations under public procurement law as well as the fundamental freedoms and the legal issues of cross-border cooperation.
