Force may sometimes be necessary to resist aggression, defend the oppressed, and restore justice, but it must remain limited by its lawful purpose. Non-combatants must be protected, collective punishment rejected, covenants honoured, prisoners treated with dignity, and genuine opportunities for peace accepted.

At the centre of the book is a demanding principle: justice must apply even against oneself, one's allies, and those one considers enemies. Hatred cannot determine what is lawful, political authority remains a trust, and national interest cannot excuse betrayal or oppression.
