This book proposes a new solution to the problem of the migration crisis engulfing the world by creating safe harbours, or Free Global Cities. In the face of the largest displacement crisis on record even the most optimistic view of the future suggests that in the years ahead, more and more people will migrate in order to survive. The world requires places where refugees and other migrants forced to leave their homes have the opportunity to work, study, create, start businesses, and rebuild new lives for themselves and their families. Free Global Cities can deal with this growing global crisis in a completely new way. They are autonomous, self-governed subnational entities that provide a safe environment and rule of law that will create wealth and prosperity for its residents as well as for the nations hosting them. Such a model would contribute significantly to handle the largest migration crisis in history, which the world will be experiencing in the coming decades.

This book examines the constitutional treatment of national security in the UK, Canada, Australia and New Zealand. These four states share their Commonwealth heritage and are members, alongside the USA, of the Five Eyes intelligence-sharing alliance. The book takes a comparative approach to the institutions through which, and tools with which, these four states seek to protect their national security against the threats of both terrorism and hostile state activity and how they have evolved over time. It identifies and examines the various specialised institutions, inside and outside of legislatures, which have grown up to oversee the exercise of public power for national security purposes while maintaining the required secrecy. It argues that the extent of the borrowing and sharing between these jurisdictions in the domain of national security, now and in the past, permits us to talk about a Commonwealth model of national security constitutionalism.

National Security Constitutionalism in the Commonwealth Five Eyes States

This collection explores the relationship between race, racism, and human rights law. It seeks to illuminate, in particular, how the European Court of Human Rights articulates the category of race, how human rights are experienced (differently) by racial minorities, and whether the European Convention on Human Rights has the tools to recognise and address racial harms. By centring race, it considers how Convention rights would look through the lens of race and ultimately interrogates if human rights law is part of the solution or part of the problem. In pursuing these inquiries, the collection brings together two fields of scholarship that have largely developed independently of each other, namely law and race, and European human rights law. Drawing upon rich expertise from theorists and human rights scholars, it is the first of its kind to systematically analyse race and racism in relation to a wide range of themes in European human rights law, including state violence, terrorism, privacy, protest, migration, hate speech, religion, domestic abuse, reproductive freedom, medicine, education, and climate change.

State Capture through Media Clientelism in Serbia and Bosnia and Herzegovina: Challenges to Normative Power Europe contributes to the understanding of the rise of stabilitocracies and competitive authoritarian regimes in the Western Balkans by examining the case of freedom and independence of the media.State capture is explored through freedom of the media and capture of media outlets by the government in two candidates for European Union (EU) accession-Serbia and Bosnia and Herzegovina. The book argues that this is a consequence of the very process of EU accession-vis-à-vis its democracy-promotion strategy-which has created the unintended consequences of state capture and rent-seeking. Rather than democratic institution-building, geopolitical interests such as the recent Russian war in Ukraine, Kosovo, lithium in Serbia and the migrant crisis have all been the catalysts for democratic backsliding. This rise of state capture and media clientelism thus challenges the very idea of Normative Power Europe (NPE) as an exporter of democratic values and norms to third-world countries. Utilizing a range of interviews (with journalists, media experts, scholars of media studies and politicians) and documentary analysis of secondary and primary sources, the book asks whether we can observe a similar trend of state capture-specifically political clientelism vis-à-vis the media-in the newly emerging illiberal democracies in the Balkans as a novelty, or if lessons can be drawn from EU members in the post-accession phase. It also discusses whether the political culture in both Bosnia and Serbia shaped their media environments and contributed to an overall government pervasiveness in the media sphere that is unique to that particular region as opposed to the EU Member States, and what recommendations the EU needs to consider in order to promote media freedom in the Western Balkan applicants without endangering basic democratic norms.State Capture through Media Clientelism in Serbia and Bosnia and Herzegovina will be of great interest to students and scholars of EU and European studies, political science and media studies.
