Das Deutsche Reich verfügte nur über geringe Vorkommen und war deshalb auf die Eroberung einer Ölbasis angewiesen. Die 1941 gegründete Kontinentale Öl AG sollte ein Gegengewicht zu den großen alliierten Ölkonzernen bilden und vor allem die reichen Erdölquellen des Kaukasus ausbeuten. Da dieses Gebiet jedoch nicht dauerhaft besetzt werden konnte, mussten sich die Nationalsozialisten mit anderen europäischen Regionen - Rumänien, Galizien, Estland - begnügen.
