Policy Dismantling in Latin America

A groundbreaking history of political struggle in the Spanish New World, where commoners and elites alike challenged the social order through the remarkable power of paperwork. As Spanish conquistadors swept through the New World, the Crown envisioned that a rigidly hierarchical aristocratic order would flourish in their wake. At first, this vision seemed to be within reach: the great conquistadors ruled as noblemen over millions. Yet contrary to all expectations, the Spanish empire in the New World quickly became a hotbed of radical efforts to overturn the emerging order. With the conquistadors in retreat, new enclaves controlled by powerful friars and native lords arose. But they too collapsed, again to the surprise of many. As Jorge Cañizares-Esguerra and Adrian Masters show, these social orders broke down thanks to the challenges mounted by countless individuals across the Spanish Americas-including non-elite Spanish and Indigenous people, women, and the enslaved. To achieve their goals, they turned not only to outright violence but also to massive amounts of paperwork: petitions, complaints, lawsuits, and secret testimonies. Through this grassroots "lawfare," vassals undercut the emerging seigneurial dynasties of the conquistadors, stripped the friars of theocratic authority, and curtailed the might of native lords. Collectively, they spearheaded movements against tyranny and slavery, proposed and challenged laws, produced new types of knowledge, created archives and historical accounts, and questioned the nature of truth itself. In the process, however, these actors also gradually co-created a lasting new society of orders-one that would solidify in the 1570s with viceroys, bishops, and inquisitors at its apex. This book examines the transformative changes in international corporate taxation from 2008 to 2021, culminating in the landmark October 2021 Agreement that fundamentally altered multinational business taxation.The study analyses how the 2008 Financial Crisis and 2020 COVID-19 pandemic catalysed reform through G-20 and OECD initiatives, resulting in a two-pillar framework with conditional mismatch rules and a 15% minimum Effective Corporate Tax Rate applied country-by-country.Through empirical, comparative, and meta-historical analysis, the author reveals the decisive influence of the Transnational Tax Policy Community (TTPC) as agenda-setter, adviser, and gatekeeper. This book examines the long-term dynamics of urban labour market behaviour of women and men over three and a half decades, spanning the period from 1987-88 to 2023-24. It provides a detailed understanding of the topic by incorporating data and information that cover both the supply and demand sides of the labour market. The book distinguishes itself from similar studies by adopting a life-cycle approach for women so as to enable a holistic coverage of various dimensions that hamper or facilitate their economic participation at every stage of life. It examines the gender differences in labour market behaviour and outcomes of young graduate women, married working age women, as well as elderly women. It also undertakes a time-use analysis for understanding the impact of education on gender differences in the distribution of unpaid domestic responsibilities among adolescent girls and boys. Likewise, among the married women fully engaged in household work, the book explores the potential for their integration into the labour force if employment opportunities are accessible at their household. Combining quantitative analysis of secondary datasets with qualitative analysis of primary survey interviews, this study provides an evidence-based depiction of gendered labour market realities and the policy approach to address them. The qualitative approach uses narrative-building to capture the lived experiences of women and men employed in the public transport and sanitation sectors. This book will serve as an important resource for understanding of female labour market by researchers, scholars, policymakers, practitioners, NGOs, and students of gender and labour studies.

Juan Carlos Mondragón Quintana is Lecturer in International Business Policy at the University of Bristol Business School, UK, where he also directs the BSc in International Business Management. A Fellow of the Higher Education Academy and the Economy of Francesco Academy, he previously gained 15 years of professional experience in the public and private sectors. As life expectancy continues to rise and birthrates decline, nations around the world face unprecedented challenges in caring for aging populations. This book offers a comprehensive analysis of long-term care insurance systems—both public and private—and the evolving landscape of eldercare services across diverse countries.
Driven by three critical factors—the growing number of elderly individuals requiring intensive care, the need to eliminate "social hospitalization," and the escalating costs of medical care for seniors—governments have been compelled to rethink and restructure their approaches to long-term care.&nbsp;First, the rapid increase in average life expectancy has led to an increase in the number of bedridden elderly and those suffering from dementia, and the need for and importance of long-term care has grown.&nbsp;Second, it was necessary to eliminate "social hospitalization”. Social hospitalization refers to a condition in which a patient is not in need of medical care but remains hospitalized in a medical institution for compelling reasons such as family circumstances. Third, medical costs for the elderly were increasing rapidly. It was necessary to control the increase in medical costs by separating medical care from long-term care.
Through comparative research and policy analysis, this book clarifies the distinct roles of public and private insurance models and offers actionable recommendations for sustainable and equitable care in aging societies. A history of the institutional reform of monetary policy in Latin America, with lessons for todayAfter years of macroeconomic instability, central bank independence (CBI) is playing a pivotal role in achieving low inflation worldwide. But in some nations-including Brazil, Colombia, Hungary, India, Mexico, Tüuuml;rkiye, and the United States-- central banks have been blamed for focusing only on fighting inflation at the expense of economic growth.Central Bank Independence and Inflation argues that countries must continue supporting the independence of central banks to keep inflation in check and hence promote long-run economic growth. Jáaacute;come analyzes the evolution of CBI in Latin America from its creation in the 1920s to the present day. He warns against requiring central banks to print money to finance fiscal deficits, because it hinders economic growth.
