Emergency and Major Event Transportation Systems Planning, Design, Management, and Operations discusses event and emergency transportation as a beginning-to-end resource, from the initial inception of an event with a potential set of conditions through to the return of normal operations. The book includes descriptions of a range of events and their potential impacts; key elements and stakeholder groups involved in the coordination process; and new, evolving, and planned assessment, communication, planning, design, control, and management practices. The content is based on both on both experience and research as well as a synthesis and review of practice and decades of modeling and simulation. Sections provide a background and history of emergency and major event planning then move to the history, trail-and-error development, testing, and implementation. It then reviews and synthesizes current practices and examples of recognized novel, unique, and effective practices, including practices that provide significant benefits at low cost. Next, it incorporates aspects of practice perspectives from agencies and individuals who are most involved with planning and operational practices. This includes not only transportation fields traditionally tasked with the transportation system planning, design, control and management, but also the allied fields of law and traffic enforcement and emergency management as well as towing, service patrols, and the military.

This book gives the first in-depth assessment of how justification functions when women are claiming their right to equality. How can courts assess whether a proposed limit to women's equality is constitutionally justified? This question is rarely explicitly asked, with the assumption that well-established limitation frameworks, such as proportionality, are able to assess whether limits to women's rights are justified. However, delving into the theory and practice of justification reveals fracture points between the dominant approach to justification and women's rights to equality. One of its distinctive characteristics is the question of whether any analytical entwining or unwinding of equality and justification enhances the protection of women's rights to equality in constitutional democracies. It proposes a novel asymmetric relationship between equality and justification that requires innovative methodological approaches that enrich the task of adjudicating limits to women's equality. This is an intriguing, articulate and compelling examination of a question with real and applied significance to all those working on human rights and equality.

This book integrates diversified disciplines, research approaches, and methodologies of area studies, regional economic development, and regional science. With its huge population, China has accomplished rapid economic growth since the 1990s, although the significant income gap among regions and individuals has become a serious problem for its society. China's accession to the WTO in 2001 has had various influences on the entire food system, from agriculture to consumers, through the food manufacturing and distribution industries. The changes in the Chinese food system are considered to have also affected the agriculture and food industries in Asian countries where economic interdependence has been promoted in past decades. The author argues these issues based on interdisciplinary and multi-disciplinary methods and approaches and has successfully derived empirical and theoretical results that are rich in policy implications. The topics addressed include food security and sustainability of agriculture especially in the suburbs of big cities; poverty reduction in rural agricultural areas amidst prosperity in urban and coastal areas; regional networks and international trade of the food industry in East Asia; creation of innovative knowledge and human capital for clustering of the agro-food sector; regional development strategy; and international cooperation. This is the first book to present a new approach of institutional design as an evolutionary applied policy based on coherent conceptualization and methodology, and to study the actuality and implications of diversifying real/virtual community currencies. In contrast to a de facto standard theory, an institutional ecosystem can be composed of various institutions that continue to coexist with changing relative frequencies. In this view, diversified monetary institutions with local rules are feasible and realistic. Community currencies are worldwide attempts to redress such problems as financial instability, chronic stagnation, and decline of communities caused by globalization of the economy. Considering those alternative movements as a new type of policy, "evolutionist institutional design", this book clarifies the feasibility and significance of community currencies in the current era of globalization. The book also provides a better understanding than mainstream approaches of such platform institutions as money that determine fundamental means of cognition and action of interacting agents. Money is a symbolically generalized communication medium in the mesodomain that mediates between socioeconomic performance and patterns in the macrodomain and motives and cognitive frameworks in the microdomain. Conventional national systems of money and finance are platform institutions that determine basic replicators for a capitalistic market economy to evolve. In contrast, community currencies conveying both economic and social/cultural values are distinct platform institutions that are expected to endogenously change such basic replicators in outer and inner institutions for agents to a noncapitalistic market economy. These currencies are considered target institutions for "media design" in the framework of evolutionist institutional design.
