Una teoría jurídica sobre la dimensión ambiental del campesinado

Este libro del profesor Allan R. Brewer-Carías, sobre Derecho Constitucional Comparado, es una recopilación de todos sus estudios sobre el tema, publicados durante las últimas décadas, en muchos países y en diferentes fechas. Como tal, se publica como el Tomo XVII de su Treatado de Derecho Constitucional, que comenzó a publicarse en 2014.
El volumen contiene 35 Secciones organizadas en los siguientes Siete Libros:
En el Libro Primero, sobre constitucionalismo contemporáneo, se incluyen trabajos sobre el futuro del Estado democrático y social de derecho en América Latina; los retos para la Constitución del siglo XXI; la cuestión de la escogencia de los jueces de las Cortes Supremas; la aplicación de los Tratados internacionales de derechos humanos en el ámbito interno; las limitaciones a la libertad de información (prensa, cine y televisión); y las protecciones constitucionales y legales contra las tributaciones confiscatorias.
En el Libro Segundo, sobre derecho al sufragio y las elecciones, si incluyen trabajos sobre el derecho a la democracia, la reelección indefinida y la nulidad de los actos electorales..
En el Libro Tercero sobre la descentralización política del Estado, se incluyen estudios sobre descentralización territorial, la autonomía territorial y la regionalización política; la democracia y la participación; el Federalismo, la democracia municipal y el desarrollo local.
En el Libro Cuarto, sobre Justicia Constitucional, se incluyen estudios sobre la justicia constitucional como garantía de la Constitución y su regulación en América Latina; el control concentrado de la constitucionalidad de las leyes, con referencias especificas al sistema mixto o integral de control de la constitucionalidad en Colombia y Venezuela; la acción de inconstitucionalidad en Perú, México y Venezuela y los jueces constitucionales como legisladores positivos. 
En el Libro Quinto, sobre control de convencionalidad, se incluye el estudio sobre el tema, con particular referencia a la garantía del derecho a la protección judicial.
En el Libro Sexto, sobre protección de los derechos humanos y
 el proceso de amparo, se incluyen trabajos sobre el régimen del derecho y acción de amparo en el ámbito latinoamericano, y su consagración en la Convención Americana sobre Derechos Humanos; sobre su presentación escrita y oral; sobre la tutela efectiva en Europa; y sobre la admisión jurisprudencial del amparo en República Dominicana
En el Libro Séptimo, sobre reforma constitucional y Asamblea Constituyente, se incluyen varios estudios sobre el régimen de las mismas en América Latina, la participación popular; en los procesos; el control de constitucionalidad de las reformas constitucionales, el populismo constitucional y los procesos constituyentes recientes de Colombia, Venezuela, Ecuador, Honduras y Chile.

DERECHO CONSTITUCIONAL COMPARADO. Tomo XVII. Colección Tratado de Derecho Constitucional

Este libro es una recopilación de todos mis estudios en materias de derecho constitucional y administrativo, sobre el derecho panameño, o de textos de conferencias dictadas en Panamá o de trabajos publicados en Panamá durante las últimas décadas. En materias de derechos constitucional, se incluyen los referidos al sistema panameño de control de constitucionalidad en el derecho comparado; a los retos de la justicia constitucional en América Latina a comienzos del siglo XVXVI; a la desconstitucionalización del Estado de derecho en Venezuela: del Estado democrático y social de derecho al Estado comunal socialista, sin reformar la Constitución; a la Jurisdicción Constitucional como garantía del Estado de derecho; a la intangibilidad de las sentencias de los Tribunales Constitucionales y sus excepciones: algunos casos contrastantes: y a los Procesos Constituyentes en América Latina: a propósito del proyectado proceso constituyente panameño. En materia de derecho administrativo se incluyen los referidos al control judicial de la discrecionalidad; a los actos administrativos normativos como fuente del derecho, con especial referencia a los Reglamentos Ejecutivos; a la Jurisdicción Contencioso Administrativa como freno al ejecutivo: el sistema panameño y algunas comparaciones con el caso venezolano; y a los aspectos procesales del proceso contencioso administrativo con especial referencia a las medidas cautelares: comparación entre los sistemas de Panamá y Venezuela. Y en materia de derechos humanos, se incluye el trabajo sobre el derecho al libre ejercicio de la abogacía y la independencia judicial. La obra concluye con un Apéndice, con el texto del amicus curiae presentado por la Inter-American Bar Association ante la Corte Interamerican e Derechos Humanos sobre la defensa del libre ejercicio de la profesión de abogado y de la independencia judicial.

Master's Thesis from the year 2021 in the subject Economics - Case Scenarios, grade: 2, University of Bayreuth (Economics), language: English, abstract: Climate change is one of the world's major challenges to overcome. After the 2015 Paris Agreement, 196 countries around the globe agreed to undertake policy measures for keeping the average rise of global temperature below 2° Celsius by 2050. The main goal of this global governance framework is to help the parties mobilize financial resources and mitigate the effects of climate change. Under the agreement, every country must regularly report its contributions to emission reductions.

The governmental budgets worldwide will not be sufficient to finance the necessary climate change mitigation and adaptation infrastructure projects. On the one hand, there exists a large investment gap in developing countries of around 530 billion United States dollar (USD) that need to be invested by 2030 solely in the energy sector to meet the countries’ sustainable infrastructure needs. Since the urbanization rate is rapidly increasing, especially cities in emerging economies urgently need large amounts of capital. On the other hand, large institutional investors are increasingly introducing Environmental, Social, and Governance (ESG) criteria in their investment decisions and incorporating ‘green’ mandates in their statutes. One potential instrument to meet policymaker’s and investor’s needs are green bonds (GBs).

Therefore, this research aims to investigate the market barriers for municipal green bonds (MGBs) in Colombia. Since the topic has a niche character, the research method is based on a literature review and three experts’ interviews to add an insightful perspective of market practitioners. The structural barriers identified as obstacles to market development were macroeconomic variables that limit the access to capital markets, political variables such as corruption, conflicts, rivalries between parties and cortoplacismo as well as market skepticism to-wards new financial instruments and ‘green’ topics. Additionally, some specific market barriers of the green bonds market are significantly high transaction costs, lack of technical knowledge, dependence on external market actors, liquidity, and greenwashing risk. The last chapter of this master thesis presents policy recommendations for three key market actors: Colombian municipalities, the central government, and multilateral development banks.
