Tracking technologies are now ubiquitous and are part of many people's everyday lives. Large sections of the population voluntarily use devices and apps to track fitness, medical conditions, sleep, vital signs or their own or others' whereabouts. Governments, health services, immigration and criminal justice agencies increasingly rely upon tracking technologies to monitor individuals' whereabouts, behaviour, medical conditions and interventions. Despite the human rights concerns of some organisations and individuals, most wearers and their significant others tend to welcome the technologies. This paradox is only one of the many fascinating challenges raised by the widespread use of tracking technologies which are explored in this book.

This book critically explores the ethical, legal, social, and technical issues arising from the current and future use of tracking technologies. It provides a unique and wide-ranging discussion, via a cross-disciplinary collection of essays, on issues relating to technological devices and apps whose use is imposed upon wearers or suggested by others, whether agencies or individuals, including in the domains of criminal justice, terrorism, and health and social care. Contributions from leading academics from across social sciences, engineering, computer and data science, philosophy, and health and social care address the diverse uses of tracking technologies including with individuals with dementia, defendants and offenders, individuals with mental health conditions and drug users alongside legal, ethical and normative questions about the appropriate use of these technologies. Cross-disciplinary themes emerge focusing on both the benefits of the technologies - freedom, improved safety, security, well-being and autonomy, and increased capacity of and efficiencies for public services - and the challenges - implementation and operational costs, mission creep, privacy concerns, stigmatisation, whether the technologies work as expected, and useability and wearability for all wearers.

Focusing on Kenya's path-breaking mobile money project M-Pesa, this book examines and critiques the narratives and institutions of digital financial inclusion as a development strategy for gender equality, arguing for a politics of redistribution to guide future digital financial inclusion projects.


One of the most-discussed digital financial inclusion projects, M-Pesa facilitates the transfer of money and access to formal financial services via the mobile phone infrastructure and has grown at a phenomenal rate since its launch in 2007 to reach about 80 per cent of the Kenyan population. Through a socio-legal enquiry drawing on feminist political economy, law and development scholarship and postcolonial feminist debate, this book unravels the narratives and institutional arrangements that frame M-Pesa's success while interrogating the relationship between digital financial inclusion and gender equality in development discourse. Natile argues that M-Pesa is premised on and regulated according to a logic of opportunity rather than a politics of redistribution, favouring the expansion of the mobile money market in preference to contributing to substantive gender equality via a redistribution of the revenue and funding deriving from its development.

This book provides a stocktake and comparative socio-legal analysis of law enforcement cooperation strategies in four different regions of the world: the European Union (EU), North America, Greater China and Australasia. 

The work analyses law enforcement cooperation mechanisms within the socio-legal framework of global normmaking. The strategies addressed range from legal frameworks facilitating cooperation to formal and informal police networks and cooperation practices. The study also takes into account crime-specific engagement, for example campaigns focusing on drug crimes, terrorism, financial crime, kidnappings and other offences. It explores challenges in policing practice and human rights protection in each region that could be countered by existing strategies in another. As regions usually develop more advanced cooperation mechanisms than exist at a global scale, strategies found in the former could help find solutions for the latter. To map existing strategies and assess their impact on both human rights and policing practice this study relies on an assessment of the primary and secondary literature sources in each region as well as interviews with practitioners ranging from senior police officers to prosecutors, government officials, customs and military staff.
