Fachkräftemangel wird gewöhnlich als eine Gefahr angesehen, gegen die wenig gemacht werden kann. Tatsächlich aber ist der Mangel selbstverschuldet und lässt sich durchaus abstellen. Der Schlüssel dazu heißt – in Übereinstimmung mit den Sustainable Development Goals der UN - Inklusion. Am Beispiel der (überdurchschnittlich gut ausgebildeten) 7,9 Mio. deutschen Schwerbehinderten wird analysiert, zu welchen – oft kontraproduktiven – Überlegungen die heutigen Randbedingungen bei Arbeitgebern und Arbeitnehmern führen. An mehr Inklusion hindern uns jedoch oft Vorurteile und die Bilder, die wir mit Schwerbehinderten verbinden. Erkenntnisse der Sozialpsychologie zeigen uns, wie wir das angehen können. Der Fachkräftemangel ist also auch eine große Chance: Er kann zu mehr Inklusion führen und diese wiederum wird unsere Wettbewerbsfähigkeit steigern und in Zukunft unseren Wohlstand sichern. Hiervon werden viele Randgruppen profitieren, z.B. Ältere oder Migranten. Volkswirtschaftlich ist Inklusion ein großer Vorteil.

Humans evolved to experience work as pleasurable and continued to find it pleasurable for the first 98% of our history, often likening it to play. The negative associations we see now with "work" stem from the extreme inequality and exploitation accompanying the rise of the state 5,500 years ago. Consequently, today many people view work negatively, seeing it as a means to gain income to enable consumption as opposed to serving as a means for creativity, community, and self-fulfillment.

In Why We Must Work, Jon D. Wisman draws upon economics, philosophy, evolutionary psychology, social anthropology, and history to explore how work has been experienced and understood over the course of history. In addressing current conditions, he notes the absurdity that, while we live with unparalleled abundance, some workers suffer unemployment and most are not free in their workplaces, often being bossed about. Equally absurd, given our abundance, is the extreme inequality that results in pervasive insecurity, stress, and pessimism. Laissez-faire ideology legitimates the public policies that generate this inequality and these work conditions while depicting ever greater consumption as opposed to meaningful work as the means to greater happiness.

Wisman offers an attractive alternative vision of our future, grounded in two reforms to make work again fulfilling: guaranteed employment and workplace democracy. Guaranteed employment would provide security and eliminate poverty while providing everyone with the social and self-respect of being a productive member of society. Measures to bring about worker ownership and control of their firms would bring freedom and democracy to the workplace. Both reforms conform to cherished values while preserving capitalism’s two principal institutions of private property and markets.

 is Associate Professor in the economics department at Pace University. She was born in Slovenia, which was within Yugoslavia. Dolar obtained her international baccalaureate in Italy at the United World College of the Adriatic and went on to graduate summa cum laude from Western University. She earned a PhD in applied economics from the University of Minnesota.&nbsp;
 Teresa Perry
 is Assistant Professor in the economics department at California State University, San Bernardino. She graduated from the University of California, Santa Barbara, with an undergraduate degree in economics and later obtained a master’s degree in economics from Colorado State University. Perry earned a PhD in economics from Colorado State University.

Contributions to Economics

The new macroeconomics is about distributions and flows, rather than points and intersections. Market frictions imply that the search for trading partners is time consuming and costly. Consequently, market participants flow between economic states, and trades occur at dispersed prices. This generates motives for continued search for better market opportunities, and for bargaining between potential trading partners. This volume takes the empirical analysis of markets with frictions to a new level by using unique merged registers from Denmark on firm accounting data, individual employee data, and international trade data to estimate empirically the relevant flow rates, dispersions, and relations among key variables of interest, including productivity, firm size, wages, exports, growth, and unemployment.
