It demonstrates that the granular collection of energy consumption data constitutes a significant intrusion into personal privacy and that the German legal framework exhibits structural deficiencies. These findings are contrasted with U.S. law at both the federal and state level (California). The study concludes with a comparative analysis of selected aspects and proposals for reform.
