A rich history of the development of American minimum wage policy with lessons for today. Despite broad popular support for robust minimum wage policy, the federal minimum wage is now worth less--in real, inflation-adjusted terms--than at any time since 1949. While some state and local governments have stepped in to fill this void, others have declined to set any minimum wage standard at all. Traversing more than 100 years of history, Raising the Floor examines how interest groups have navigated the highly decentralized American political system to shape the development of federal, state, and local minimum wage laws. In her analysis, Shanna Rose highlights the importance of American federalism. She argues that because federalism creates multiple arenas for policy change, interest groups have sought out the sites most conducive to their goals, shifting their lobbying efforts as new obstacles and opportunities emerge. Federalism has facilitated minimum wage policymaking by fostering policy experimentation, learning, and diffusion across states and by allowing state and local governments to overcome gridlock and status-quo biases at the national level. Yet, federalism has also been an instrument for containment, enabling those opposed to minimum wage increases to litigate and preempt local-level laws. This book presents the results of a Hong Kong study that focused on refugees’ contributions, and potential, to support green urban development. It describes education about sustainability principles in non-formal skills development settings, and the benefits of this learning for refugees.

International studies highlight the importance of skills development for disadvantaged groups so they can effectively integrate into accepting societies. However, developing green skills that can help refugees engage in sustainability efforts in new settlements is new and proved successful in our Hong Kong study.

Theoretical and practical angles are used to explore the topic and emphasize the importance of a transformative design for skills development programs for disadvantaged groups as an educational response towards challenges of sustainable urban development. The book discusses the interplay between opportunity structures, agency, and the gendered experience and outlines the results of skills training on three levels – personal, community and society. This book applies a novel approach in searching for a positive view on refugees and their role in society.

The book also highlights social entrepreneurship and its impact on the personal and community levels, following skills training, in terms of behavioural change and participation in society’s sustainability efforts. Title 40 presents regulations governing care of the environment from the 14 subchapters of Chapter I and from the provisions regarding the Council on Environmental Quality found in Chapter V. Programs addressing air, water, pesticides, radiation protection, and noise abatement are included. Practices for waste and toxic materials disposal and clean-up are also prescribed. Additions and revisions to this section of the code are posted annually by July. Publication follows within six months.
