Im Jahr 2012 gab es in Deutschland, im Gegensatz zu vielen anderen europäischen Ländern, noch keinen einheitlichen gesetzlichen Mindestlohn. Gleichwohl wurde ein möglicher Mindestlohn in Deutschland sowohl in der Politik als auch in der Ökonomie bereits vielfach diskutiert.
Ausgangspunkt der vorliegenden Untersuchung ist der Ordoliberalismus als Basis der in Deutschland herrschenden Sozialen Marktwirtschaft und der Arbeitsmarkttheorie in der Volkswirtschaftslehre. Darauf aufbauend werden Niedriglöhne und Mindestlöhne in ihren verschiedenen Daseinsformen erläutert.
Ein Schwerpunkt des Buches ist die nähere Betrachtung der Hotelbranche in Deutschland, da diese wie kaum ein anderes Arbeitsgebiet hierzulande von Niedriglöhnen und prekärer Beschäftigung geprägt ist. Es wird ein Einblick in Tarifstrukturen, Niedriglöhne und die Unterschiede zu anderen Branchen gegeben. Auf Basis der vorangegangenen Untersuchungen befasst sich das Buch abschließend mit möglichen Gestaltungsformen und Auswirkungen eines Mindestlohnes in Deutschland zum Zeitpunkt der Debatte im Vorfeld der Bundestagswahl 2013.
