Every year, governments borrow trillions, spend billions on development programs, and publish volumes of economic statistics-yet no widely accepted framework exists for answering a deceptively simple question: is governance actually working? Traditional approaches rely on subjective expert assessments or narrowly focused indices that measure inputs rather than outcomes. Macro-Governance Theory proposes that governance can be measured with the same empirical rigor we bring to medicine, engineering, and economics-and that doing so is essential if citizens and policymakers are to hold institutions accountable for results. 

Drawing on 26 years of publicly available data across 170 countries, the book constructs the Macro-Governance Index (MGI)-a fourteen-component composite spanning infrastructure, connectivity, financial inclusion, human capital, security, institutional quality, and economic integration. The MGI correlates with the UN Human Development Index at r = 0.97, and this relationship is not driven by income alone: controlling for GNI, the framework retains substantial independent predictive power, confirming that governance infrastructure-not just wealth-determines whether nations deliver well-being to their citizens. 

The book reveals patterns that conventional measures miss. Novel metrics for credit access and household-level financial reach show that the effective economic gap between the Global North and Sub-Saharan Africa is approximately 70× rather than the 53× that standard income comparisons suggest-a hidden disparity with profound implications for development policy. A governance simulation framework models how investments in one dimension cascade through others, enabling policymakers to identify the highest-leverage interventions for their country's specific development stage. 

Seven detailed case studies-Singapore, Rwanda, Estonia, Botswana, Chile, Costa Rica, and Lebanon-demonstrate how the framework diagnoses governance strengths and weaknesses in practice. An analysis of the ten fastest-rising nations reveals that while successful governance strategies differ radically across political systems, they share common patterns in infrastructure sequencing and institutional development that the MGI captures and quantifies. 

Designed for dual utility, the book serves as an analytical framework for researchers and policymakers and as an accessible assessment tool for citizens through the companion website grademygovernment.com. A full reproducibility dataset covering all 170 countries across seven benchmark years is included, making this not just an argument for governance science but its working prototype.

Macro-Governance Theory

The Book of Tea ¿A Japanese Harmony of Art, Culture, and the Simple Life (1906) by Okakura Kakuz¿ (1906) is a long essay linking the role of chad¿ (teaism) to the aesthetic and cultural aspects of Japanese life and protesting Western caricatures of "the East".

Addressed to a Western audience, it was originally written in English and is one of the great English tea classics. Okakura had been taught at a young age to speak English and was proficient at communicating his thoughts to the Western mind. In his book, he discusses such topics as Zen and Taoism, but also the secular aspects of tea and Japanese life. The book emphasizes how Teaism taught the Japanese many things, the most important of which were simplicity and humility:

It (Teaism) insulates purity and harmony, the mystery of mutual charity, the romanticism of the social order. It is essentially a worship of the Imperfect, as it is a tender attempt to accomplish something possible in this impossible thing we know as life.

This, Okakura believed, was an aesthetic that should inform everything from the arts and architecture to daily life and was already informing them in Japan.

The Book of Tea

The Crowd: A Study of the Popular Mind (French: Psychologie des Foules; literally: Psychology of Crowds) is a book authored by Gustave Le Bon that was first published in 1895.

In the book, Le Bon claims that there are several characteristics of crowd psychology: "impulsiveness, irritability, incapacity to reason, the absence of judgement of the critical spirit, the exaggeration of sentiments, and others. Le Bon claimed that "an individual immersed for some length of time in a crowd soon finds himself - either in consequence of magnetic influence given out by the crowd or from some other cause of which we are ignorant - in a special state, which much resembles the state of fascination in which the hypnotized individual finds himself in the hands of the hypnotizer.

The Crowd

Kamal Shair's book is a classic rags to riches story: the village boy, who with determination and education, achieves business success, wealth, more wealth, and then influence and power. What makes it unusual is that it emanates from the Arab world. Rarely among Arabs have individuals from thoroughly modest backgrounds, with no access to links, networks or connections become truly global commercial players. Shair was born in a small town in what was then Transjordan and dragged himself through school (his mother was illiterate), moved to college in Beirut, then sailed off to America (Michigan and Yale) and returned to the Middle East to create a multinational corporate empire engaged in trade, construction and manufacturing. Dar al Handasah - Arabic for House of Engineers - was founded in a small flat in Beirut and today, spans the globe with offices in 37 countries. In its early years, Dar al Handasah fought off competition from established western consultancies to win contracts for prestige engineering throughout the Middle East. Eventually, its activities extended further to Europe, the United States, Africa and Asia. By not following the usual pattern of patronage and favours, Kamal Shair applied a fresh kind of ethic in an environment with a loosely-structured business ethic. In the process, he lived through and witnessed at first hand and at close quarters some of the most dramatic events of the modern Arab world. This is quite an extraordinary tale and a very original prism through which to read the turbulent post-World War II history of the Middle East. At the same time we see the growth, despite all the odds, of one of the world's great engineering and business enterprises in a narrative of epic and inspirational proportions.
