The Arctic that emerged over the past forty years became one of the most innovative policy environments in the world. The region developed impressive systems for intra-regional cooperation, responded to the challenges of rapid environmental change, empowered and engaged with Indigenous peoples, and dealt with the multiple challenges of natural resource development. The second edition of The Palgrave Handbook on Arctic Policy and Politics draws on scholars from many countries and academic disciplines to focus on the central theme of Arctic policy innovation and political action. The portrait that emerges from these chapters is of a complex, fluid policy environment, shaped by internal, national and global dynamics and by a wide range of political, legal, economic, and social transitions. In this second edition, all chapters have been revised, updating the volume with the latest research and analysis especially on the changing geo-political situation since the Russian invasion of Ukraine and the election of Donald Trump. New chapters explore post-secondary education and the future of work in the Circumpolar North.

The Arctic is a complex political place and is on the verge of becoming even more so due to Russian militarism, increasing Chinese engagement and the cascading effects of rapid climate change. Effective, proactive and forward-looking policy innovation will be required if the Far North is to address its challenges and capitalize on its opportunities. The Arctic has become, ironically, "hot" in political terms, presenting escalating challenges for Arctic peoples and nations seeking to respond to political agendas that increasingly emerge from outside the region.

As national governments and global institutions fail to address climate change, an increasing number of cities have committed to major sustainability and climate strategies. Why do some cities take bold action while others remain on the sidelines? Christof Brandtner shows that city climate action is not simply a matter of political will: It is an organizational problem. Cities do not act alone. They are embedded within both a broad institutional superstructure of professional networks and peer cities as well as a deep organizational infrastructure of civil society organizations, public agencies, and socially responsible firms. This dual embeddedness shapes cities' capacity to plan, learn, lead, and scale sustainability solutions. Drawing on comparative research spanning fifteen years and thousands of cities around the world, Brandtner traces how environmental strategies, sustainability practices, and green building initiatives emerge, diffuse, and take hold. He uncovers the structural conditions that enable and inhibit meaningful climate action, revealing why it varies so widely across cities. By combining lenses from urban theory and organizational sociology, Cities in Action sheds light on how cities navigate their social and institutional environments to meet the climate challenge. This book examines the constitutional treatment of national security in the UK, Canada, Australia and New Zealand. These four states share their Commonwealth heritage and are members, alongside the USA, of the Five Eyes intelligence-sharing alliance. The book takes a comparative approach to the institutions through which, and tools with which, these four states seek to protect their national security against the threats of both terrorism and hostile state activity and how they have evolved over time. It identifies and examines the various specialised institutions, inside and outside of legislatures, which have grown up to oversee the exercise of public power for national security purposes while maintaining the required secrecy.
