Simplicity in taxation has considerable potential advantages. However, attempts to simplify tax systems are only likely to be successful and enduring if they take account of the reasons why taxation is complex. There are strong pressures on tax systems to accommodate a range of important factors, as well as complex and changing national and international environments within which modern tax systems have to operate. This book explores the experiences of simplification in a range of countries and jurisdictions. The authors analyse a range of manifestations of simplification, including tax systems, tax law, taxpayer communications and tax administration. They also review the longer term or more fundamental approaches to simplification, suggesting that in order to strike the optimum balance between simplicity and the aims of a tax system in terms of efficiency and equity, a range of complex environmental factors must all be taken into account. With chapters reflecting on experiences from Australia, China, Canada, Malaysia, New Zealand, Russia, South Africa, Thailand, Turkey, the UK and the US, the authors illustrate differences between jurisdictions and the changing environment in which they operate.This book addresses the crucial balance between simplicity and the other objectives of tax design and reform, and suggests that reformers of the tax system should include simplicity as one of the key evaluators of any design or reform proposal.

The Complexity of Tax Simplification

Seminar paper from the year 2017 in the subject Business economics - Accounting and Taxes, grade: 1,3, University of Applied Sciences Kaiserslautern, course: MA International Management and Finance, language: English, abstract: In this analysis, historical tax payment in the last five years (from 2011 to 2015) of ten insurance companies in the UK are  investigated and analysed thoroughly in order to answer the question, whether they were evading taxes over the course of this time period. All of these companies are among the top 14 insurance companies in the UK in terms of assets. In the current age of expanding globalisation and increasing international integration, large corporations and individuals may hold stream of incomes and expenses in multiple countries with different legislation all around the globe. As a result, the matter of tax practices become more and more complicated. In the case of insurance companies, the issue becomes even more complicated due to the nature and characteristics of the streams of income and expense in this industry. Despite advanced complicated tax legislation in developed nations and reports by specialists, the concern for whether companies such as insurance companies are avoiding taxes or not is growing.In order to answer the aforementioned question, firstly, a quick overview over an important study of tax payments and the definition of so-called tax heavens are given. Secondly, the work's methodology, which is mainly based on the analysis of profitability ratios and linear regression analysis is laid out. Lastly, the results of the analysis are discussed and put into context.

Darüber hinaus können auch wachsender Konkurrenzdruck, eine Änderung der Unternehmenszielsetzung oder der ein anstehender Generationenwechsel als Motive für eine Umwandlung angeführt werden. Deshalb kann es von Vorteil sein, die Rechtsform des Unternehmens durch Umwandlung anzupassen. Da bei einer Umwandlung auch steuerliche Aspekte die Vorteilhaftigkeit beeinflussen, beschäftigt sich die vorliegende Seminararbeit mit der Frage, wann eine (Nicht-)Ausübung des Bewertungswahlrechts bei Umwandlungen vorteilhaft ist. Hierbei wird davon ausgegangen, dass eine Umwandlung aus nicht-steuerlichen Motiven bereits beschlossen ist und dass diese Entscheidung durch die Wahl eines steueroptimalen Wertansatzes in der Steuerbilanz optimiert werden soll. Zur Klärung der Frage wird beispielhaft der Formwechsel einer Personengesellschaft (PersGes) in eine Kapitalgesellschaft (KapGes) unter Variation der wesentlichen Einflussgrößen einer Vorteilhaftigkeitsanalyse unterzogen. Den Kern der Arbeit bildet die Überlegung, ob stille Reserven im Betriebsvermögen der Personengesellschaft zugunsten eines höheren Abschreibungsvolumens aufgedeckt werden sollen und falls ja, wie die Aufdeckung durchgeführt werden soll.
