This book analyses the ways in which Article 9 of the Aarhus Convention enables environmental access to justice in the Balkans, a region at the epicentre of extreme climate change events. Adopting a law-in-context approach, the chapters explore national cultures and driving forces shaping the implementation of Aarhus standards in Albania, Croatia, North Macedonia, Romania, Slovenia and Serbia, paving the way for their comparative assessment. The book combines EU law and the case law of the European Court of Human Rights with the bottom-up Europeanisation brought about by rising environmental protests and the activism of civil society organisations in the region. In doing so, it explores the extent to which these Balkan countries comply with requirements stemming from Article 9 of the Aarhus Convention, and whether, despite national differences, it is possible to talk about Europeanisation of access to justice in environmental matters. In this context, work¿conditional social protection programmes such as Food¿for¿Work (FFW) and Cash¿for¿Work (CFW) aim to stabilise consumption while building community assets. Yet evidence on their comparative effectiveness remains fragmented and sensitive to market conditions, seasonality, and implementation quality.
This thesis assesses FFW and CFW in Zambia, examining targeting accuracy, delivery efficiency, asset quality, and cost¿effectiveness, alongside impacts on food security, diversification, savings, debt, assets, labour allocation, and subjective well¿being. Special attention is given to heterogeneity by market access, timing within agricultural calendars, gender, and shock exposure. A mixed¿methods design combines a three¿wave household panel with qualitative process data. Propensity score matching and inverse probability weighting construct comparable groups, followed by difference¿in¿differences and fixed¿effects models; instrumental variables address potential endogeneity. Standardised indicators including HDDS, FCS, CSI, PMT scores, and Simpson Index guide measurement. 
Results show both modalities reduce negative coping and stabilise consumption. CFW yields greater improvements in dietary diversity and flexibility where markets and payment systems function well. FFW performs better in remote areas, during price spikes, and in lean seasons by guaranteeing staple supplies. Timing is critical: pre¿lean¿season transfers reduce distress sales and improve input access. CFW supports small enterprise entry, savings, and livestock gains; FFW protects schooling, meal frequency, and labour productivity. Both reduce high¿interest borrowing, though via different channels. 
Implementation quality strongly shapes outcomes. FFW faces logistical risks, while CFW is vulnerable to payment delays and inflation. Cost¿effectiveness varies by geography, with CFW cheaper in connected areas and FFW preferable where cash conversion is costly. Gender effects show increased autonomy under CFW and reduced budgeting stress under FFW, moderated by childcare and worksite conditions.

This open access book brings together scholars primarily from the Global South, rooted in critical legal traditions, who reflect on international law and its role in (re-)producing social hierarchies in times of crisis and catastrophe. How should legal scholars articulate critique in catastrophic times? Should critical voices tone it down, in favour of pragmatism, when faced with deteriorating social conditions, growing inequality, protracted violence, planetary collapse, authoritarianism, and xenophobia? Or are they more urgently needed than ever? Critical scholarship has long warned of the limits of international law and its complicity with structures and relations of domination and the (re)production of social hierarchies. Yet, contemporary catastrophes have led to its revitalisation as a language of both expert counsel and political demand, drowning out calls for structural change for the sake of realism and stability. This book was inspired by two distinct, yet related, developments. One is the mobilisation of, and against, law by social movements representing the interests of distinct socially constructed groups facing crisis or catastrophe. The other is the reception of, and response to, such mobilisation by international law scholars and practitioners.
