The procedure in the Bundestag suffers from partisan leadership, and legal counsels are held from exerting existing rights. In contrast, Austria offers a higher level of protection with the independent procedural judge. The work calls for a comparable strengthening of witness rights in the Bundestag and the codification of counsels' rights.
