Ninety-One Threats We Face Today

American Democracy at Risk

La prueba electrónica

A powerful case for democracy and how it can adapt and survive—if we want it to

Is democracy in trouble, perhaps even dying? Pundits say so, and polls show that most Americans believe that their country’s system of governance is being "tested" or is "under attack." But is the future of democracy necessarily so dire? In The Civic Bargain, Brook Manville and Josiah Ober push back against the prevailing pessimism about the fate of democracy around the world. Instead of an epitaph for democracy, they offer a guide for democratic renewal, calling on citizens to recommit to a "civic bargain" with one another to guarantee civic rights of freedom, equality, and dignity. That bargain also requires them to fulfill the duties of democratic citizenship: governing themselves with no "boss" except one another, embracing compromise, treating each other as civic friends, and investing in civic education for each rising generation.

Manville and Ober trace the long progression toward self-government through four key moments in democracy’s history: Classical Athens, Republican Rome, Great Britain’s constitutional monarchy, and America’s founding. Comparing what worked and what failed in each case, they draw out lessons for how modern democracies can survive and thrive. Manville and Ober show that democracy isn’t about getting everything we want; it’s about agreeing on a shared framework for pursuing our often conflicting aims. Crucially, citizens need to be able to compromise, and must not treat one another as political enemies. And we must accept imperfection; democracy is never finished but evolves and renews itself continually. As long as the civic bargain is maintained—through deliberation, bargaining, and compromise—democracy will live.

How the social organization of Europe and China shaped their divergent economic and political trajectories over the past millennium In the eleventh century, when Europe was still backward and poor, China was a rich and sophisticated civilization. Yet Europe became the birthplace of democracy and the Industrial Revolution, driving the Great Enrichment, while China stagnated until the end of the twentieth century and was always ruled by autocracies. Two Paths to Prosperity traces the emergence of two very different social organizations in premodern China and Europe--the clan and the corporation--showing how they were key factors in the economic and political divergence of these two great civilizations. In this landmark book, three leading economists offer a bold new account of why Europe and China evolved along such different trajectories. In the early Middle Ages, public goods like risk sharing, religious worship, education, and conflict resolution were provided by nonstate organizations in both societies. China increasingly relied on kin-based cooperation within clans, while weaker kinship ties in Europe gave rise to corporations such as guilds, universities, and self-governing towns. Despite performing similar functions, clans and corporations were built on very different principles--with lasting consequences until today. Providing a novel answer to a fundamental question in economic and political history, Two Paths to Prosperity shows how extended kinship in Chinese society facilitated the consolidation of autocracy and hindered innovation and economic development, and how corporations in Europe influenced emerging state institutions and set the stage for the Industrial Revolution.

Two Paths to Prosperity

Revolutions is a sparkling account of political upheaval and the power of history. We think of revolutions in terms of fleeting events, such as the fall of the Bastille or the storming of the Winter Palace. In reality, they take decades to burn out, if they ever do. Historian Donald Sassoon takes the long view of some of the most famous upheavals: the English Civil War, the American War of Independence, the national uprisings that unified Italy and Germany, and the French, Russian and Chinese revolutions. This is a history rich in irony and surprises. As Sassoon shows in this tour de force account, revolutions usually catch revolutionaries themselves by surprise, and the consequences are difficult to fathom at any remove. Revolutions will change how you think about the transformative moments in history, both big and small.

Fire Safety Law and Practice provides a comprehensive and authoritative overview of the legislative framework that governs fire safety in England and Wales. Taking into account the significant amendments that have followed the tragic events of Grenfell Tower, it explains who is subject to duties under the order and what those duties are. It then deals with enforcement, covering the duties on enforcing authorities and the investigatory powers available to them, before looking at both the bringing of criminal proceedings and the powers to issue alteration, prohibition and enforcement notices. Accessible to both those new to the field and experienced legal practitioners, and to fire safety inspectors as well as risk assessors, it serves not only as a reference work, but also provides a detailed practical guide for those working in this area on a daily basis. This title is included in Bloomsbury Professional's Company and Commercial Law online service.
